| Under the background of economic globalization,international competition is becoming increasingly fierce.Technological innovation ability is the core means to help it stand invincible in international competition.However,the practice of reform and opening up for more than 30 years proves that it is not feasible for Chinese enterprises to rely on their own technology to develop and attract foreign investment.With the implementation of the “go out”strategy,China's foreign direct investment is growing rapidly,and the characteristics of technology spillovers through OFDI are becoming more and more obvious.But the implementation effects in different regions are not the same.Some areas use OFDI reverse technology to bring about technological innovation in the region,while some areas have not received the desired effect.Based on this,this paper attempts to explore the regional difference of OFDI reverse technology spillover on technological innovation ability and the cause of this difference,thus to make the bigger of OFDI reverse technology spillover to promote the improvement of China's technological innovation ability.This article first elaborates the research background and significance of the subject,then from the angles of related literature at home and abroad has carried on the systematic review,then the paper analyzes the current situation of China's OFDI and technological innovation ability,on this basis,combing the Chinese OFDI reverse technology overflow effect on technology innovation theory system.In terms of empirical analysis,first of all,in our country in 2003-2015 provincial panel data as the research object to build the R&D spillover regression model,utilizing the method of fixed effects and system GMM method,from the national level and regional level inspection OFDI reverse technology overflow effect on technology innovation ability,it is concluded that the OFDI reverse technology overflow can positively promote the improvement of China's technology innovation ability and significant regional differences,the effect on the eastern region is the largest,central,and the influence on the western region is not significant.The causes of this phenomenon may lie in the eastern part of our country region scale of the country's OFDI proportion is as high as 75%,and the level of human capital and economic development level is higher,absorbing ability of OFDI reverse technology overflow.Then,by the method of data envelopment analysis(DEA)to measure out the our country eight typical industry of technological innovation ability index,sample interval is2009-2015,Using L-P method to measure the spillover effect of OFDI reverse technologyin various industries.on this basis,the correlation degree between OFDI reverse technology spillover effect and technological innovation ability is analyzed by using grey relational analysis method.Conclusion: animal husbandry fishery,mining industry and high technology information industry OFDI reverse technology overflow and technology innovation ability of correlation degree is weak,and manufacturing and scientific research,technical services of grey correlation degree is stronger.Finally,the regional absorptive capacity factors such as human capital level,economic development level and financial development level are included in the analytical framework,using threshold regression method further considering OFDI reverse technology overflow effect to the technological innovation ability of regional diversity.It is concluded that the level of human capital,the level of economic development and the level of financial development are non-linear relations with regional technological innovation ability.Among them,the human capital level has the triple threshold value,existence“optimal interval”,the economic development level and the financial development level all have the single threshold value.Based on the above conclusions,this paper puts forward practical and feasible policy suggestions. |
