With the rapid development of economic globalization and economic integration, the development of new technology and technological progress. High-tech achievement to actual productivity change faster and faster, the union of economy and science and technology is increasingly close together. Scientific and technological progress and innovation have become a key factor during the development of productive forces.Scientific and technological progress has been playing a more and more important role in the economic development. As a main part of economy, scientific and technological progress is not only the base of improvement of the independent innovation ability,but also the important way of economy and society.Therefore,Analysis of the internal driving force of the national and regional scientific and technological progress. It is of both theoretical and practical meanings to improve and construct China's market economy system, the promotion of scientific and technological innovation development and changes and resource of science and technology reasonable configuration.Based on the previous research of scientific and technological progress and both home and aborad analysis of existing research results and comments,this paper through in-depth study proposed the evaluation method of Data Envelopment Analysis. The paper firstly use SVDD model to evaluate the Science and Technology Progress of 31 provinces and cities nationwide, In face of the deficiencies results, this paper base on the method of DEA to evaluate the Science and Technology Progress of 31 provinces and cities nationwide.Firstly, C2R model and C2GS2 model is used to calculate technical efficiency and comprehensive efficiency of 31 provinces and cities nationwide;secondly, Andersen—Petersen model is used to get whether there is the existence of "outlier "in efficient decision making units;at last, Technological progress efficiency of relatively effective decision unit is calculating by cross efficiency matrix model.This paper has given the concrete steps of above-mentioned methods, and the empirical research has also achieved very satisfactory results.
