Research On Problems Existing In Compensation Of Rural Collective Land Acquisition

With the continuous development of local economic development and the construction of public facilities,the rural collective land acquisition behavior carried out by Zhungeer Banner has become more and more frequent.In recent years,although the local government of Zhungeer Banner has promulgated a number of relevant normative documents,there are still various problems to be solved in the process of collecting rural collective land.In order to solve the above problems,this paper first elaborates the concept of collective land and landless peasants;through the analysis of land property rights theory,land rent price theory and social security theory that provides theoretical basis for rural collective land acquisition compensation,it is the land acquisition of Zhungeer Banner.The solution to the problem in compensation provides a solid theoretical basis.On the basis of the above theory,using the system analysis method,contradiction analysis method,historical analysis method and comparative analysis method,the main problems in the compensation of rural collective land acquisition in Zhungeer Banner are the lack of public interest recognition and land acquisition.The compensation standard existsand the land acquisition compensation procedure is imperfect.The main reason for these real problems is that the local government has low participation in the process of rural collective land acquisition,the low participation of farmers in policy formulation,the lack of effective supervision mechanism in the land acquisition procedure,the government becoming one of the main interests,and the compensation for rural land compensation.Unclear.On the basis of the experience of foreign land acquisition compensation mechanism,it is necessary to resolve the above problems by accurately identifying the public interest,clarifying the land acquisition compensation standard,enriching the land acquisition and resettlement approach,and improving the land acquisition compensation supervision and guarantee procedures.
