Industrialization and urbanization are two engines of China's economy since 1990 s.With the rapid advances in industrial growth,China's urbanization is also getting faster.In 2000-2014,China's urbanization rate grew 1.3% annually and reached 56.10% in 2015.Rapid urbanization led to great demand for land,which puts enormous pressure on the urban housing supply and the infrastructure configuration,etc.In the process of urbanization,the expropriation of rural collective land ownership is an inevitable problem in the expansion of urbanization in fringe areas and the construction of infrastructure projects.As was pointed out by General Secretary Xi Jinping,in order to deepen the rural reform under the new situation,dealing with the relation between farmers and land still remains the major task.The rural collective land expropriation is a task concerning various aspects,including strict policy requirement,deep level of interest modification and many matching requirements.It is an important factor to trigger social conflicts easily nowadays in our country,concerning many issues such as the interest conflicts and balance of our nation,collectives and individuals,as well as the social interest distribution.The research on the role of the local government in rural collective land expropriation becomes an inevitable crucial task due to the reality that government,as policy makers and implementers,plays a decisive role in land expropriation on behalf of the public interests.This paper consist of five chapters as follows.The first chapter puts forward the background,significance and purpose of the topic and introduces the research background of this topic at home and abroad.The second chapter introduces the concept,characteristics and evolution process of rural collective land acquisition.The third chapter introduces the theory basis of the study on the role of government in the expropriation of rural collective land.The fourth chapter describes the rural collective land acquisition problem and its possible causes..The fifth chapter puts forward some suggestions on improving the role of local government in the collection of rural collective land,which can serve as a reference for local government decision-making.
