The Improving Countermeasures Research On The Transformation Ability Of Scientific And Technological Achievements Of QingDao

As the first productive force,science and technology can provide motive force for the economic and social development of a city.But science and technology is just a kind of potential productivity,transformation of scientific and technological achievements is necessary to bring the potential productivity into realistic one.In recent years,Qingdao conscientiously implements the spirit of the 18 th National People's Congress and the third Plenary Session,closely works around constructing innovative city,focuses on innovation development strategy,promotes scientific and technological innovation ability,accelerates to cultivate strategic emerging industries,and boosts the scientific and technological achievements transformation.The key research topics in the present and the future of Qingdao city should be how to further improve the ability of transformation of scientific and technological achievements,constantly enhance the innovation of science and technology of Qingdao and basically realize the sustainable development of economy.To this end,this paper firstly introduces the theories of transformation of scientific and technological achievements from domestic and foreign scholars based on the investigation and collection of relevant statistical data.The connotation,characteristics and methods about the transformation of scientific and technological achievements are explained in detail.Secondly,the present situation about the transformation of scientific and technological achievements in Qingdao is analyzed in three aspects,namely the basis,the supporting ability and the effects.Besides,based on the factors of affecting the transformation,an evaluation index system for the transformation of scientific and technological achievements is constructed.Then 15 deputy provincial cities in China become the research object.According to the real data of the transformation of science and technology from 2009 to 2013,the method of data envelopment analysis is applied to these 15 deputy provincial cities to make an analysis of the transformation of scientific and technological achievements in 5 years.The transformation of Qingdao and the other deputy provincial cities are compared.It concludes that the transformation ability of scientific and technological achievements of Qingdao is above average,but there are still some problems.Finally,aiming at the existing problems,suggestions of promoting the transformation of scientific and technological achievements in Qingdao are provided.
