Research On The Reform Of The Centralized Payment System Of The National Treasury

With the gradual establishment and improvement of the socialist market economic system with Chinese characteristics,the previously dispersed treasury decentralized management system in China has become increasingly unsuitable for development needs.The collection and disbursement of such financial funds through the operation of multiple accounts to distribute payments will lead to a series of problems such as opaque fiscal revenue and expenditure activities,slow feedback on fiscal revenue and expenditure information,loss of state financial funds,and corruption.Therefore,the reform of the treasury receipts and payments management system is imperative.In 2001,China's Ministry of Finance and the People's Bank of China jointly issued the "Pilot Program for the Reform of the Treasury System",which marked the official launch of China's reform of a new fiscal treasury management system that is adapted to the conditions of the socialist market economy.In the 18 years since the reform of the fiscal treasury management system,although significant results have been achieved,there are still some problems in the implementation of the treasury management system at the grassroots level.Therefore,this paper focuses on the three issues of “discovering the problems existing in the reform of the centralized financial system of the treasury fiscal treasury”,“analysing the causes of reform existing problems” and “proposing corresponding countermeasures”,and conducts extensive research on the reform of the centralized financial system of the treasury.First of all,using the literature research method,the system has sorted out relevant domestic and international research results and successful reform cases,and grasps the overall direction of the reform of the national treasury management system.Secondly,using the questionnaire survey method,the grassroots financial staff will conduct research to understand the implementation of the treasury centralized payment system and the actual problems in the work.Thirdly,using the Likert scale research method,hypothesis,and establishing a multiple linear regression model,the paper analyzes the impact of fiscal fund use efficiency,fiscal fund supervision,financial fund payment,and financial business training on the effective degree of reform of the centralized treasury centralized payment system.Finally,listen to relevant opinions,summarize successful experiences,and put forward suggestions and measures to improve the management of the treasury of the grassroots finance,such as improving the efficiency of the use of financial funds,strengthening the supervision of financial funds,improving the payment of financial funds,and strengthening financial business training.It is hoped that it will provide a basis for the financial department to further adjust the treasury centralized payment system and improve the use of fiscal funds.
