Case Study On Financial Support For Targeted Poverty Alleviation In Beichuan Qiang Autonomous County

In the process of financial precision poverty reduction,the point of financial investment is to change the reality of local poverty,which often invests a large amount of financial funds,but does not make any difference,there are still some problems and contradictions.Beichuan Qiang Autonomous County is a typical poor county in Sichuan Province.Through tireless efforts,Beichuan Qiang Autonomous County was officially lifted out of poverty in September 2018.Based on this,this paper takes Beichuan Qiang Autonomous County financial support of poverty reduction as a case,comprehensively analyzes the practice of Beichuan Qiang Autonomous County in promoting the precision poverty reduction,and analyzes the key factors,and puts forward some suggestions for improving the precision poverty alleviation.The main contents of this paper are as follows: first of all,it summarizes the social role and current implementation difficulties of China's financial support for targeted poverty alleviation policy,the policy evolution and social value of early financial special poverty alleviation,and the current implementation difficulties.Secondly,the paper states the typical,main methods,achievements and shortcomings of targeted poverty alleviation in Beichuan Qiang Autonomous County,Sichuan Province.Thirdly,the analysis of the factors that make the financial support for targeted poverty alleviation in Beichuan Qiang Autonomous County effective mainly includes the amount of capital input,capital management mechanism and performance evaluation.Among them,the sustainable factors of financial support fund are: increasing fixed financial fund investment,increasing stock fund investment of Financial Bureau,establishing multi-channel poverty alleviation fund raising mechanism;the specific factors of financial support management mechanism are: accurate use of financial poverty alleviation fund,establishment of dynamic supervision and control mechanism of fund,management supervision information announcement and publicity.The financial support performance appraisal factors are: establishing management account by project,setting up scientific performance evaluation indicators,and making full use of performance appraisal results.Finally,according to the case study of Beichuan Qiang Autonomous County financial support for targeted poverty alleviation,this paper puts forward the enlightenment for other poor counties: to ensure sustainable specialfinancial funds,to establish fund distribution and supervision mechanism,to play a positive incentive role in performance.This paper studies the financial support for the poor areas of Beichuan and Qiang ethnic groups,which is conducive to the establishment of a sound financial security system for poverty alleviation,and provides a scientific model for future precise poverty alleviation work,it enriches the theoretical system of financial support for precise poverty alleviation,and has certain theoretical significance.At the same time,specific analysis of the specific problems of the Beichuan Qiang Autonomous County can provide some reference value for the current financial security of some poor areas in western China.
