Study On Financial Precision Poverty Alleviation Of Longhua Country

China is a developing country with 1.3 billion people,because of unbalanced economic development and uneven distribution of resources,many areas of our country still have not been out of poverty,living standards have not been significantly improved.In the latest Nineteenth National Congress of the Communist Party of China,it is proposed that the modern knowledge farmers with vocational skills,scientific and technological qualities should be cultivated in order to improve the living conditions of local residents and change the way of agricultural development.With the new characteristics and new strategy of precision poverty alleviation in the new period,new requirements and challenges are put forward for the poverty alleviation work in Longhua County.Precision poverty alleviation can not be separated from the cooperation of financial institutions.Based on that thought,this paper takes Longhua as the research object,treating the financial precision poverty alleviation as the cut-in point.On the basis of studying the domestic and foreign literature about the financial poverty alleviation and using the agricultural credit subsidy theory,the financial restraining theory,the financial deepening theory and the general benefit finance theory,this paper has studied the poverty situation of Longhua county,the historical strategy and effect of financial poverty alleviation,the economic development of Longhua County,the practice of financial support for accurate poverty alleviation in rural areas and the problems encountered in the process of financial poverty alleviation and has pointed out relevant countermeasures for Longhua County financial precision poverty alleviation.Based on the results of the research,it is found that the local government has misunderstood the mode of poverty alleviation of " The Joint Help-the-poor Pattern with Government,Bank,Corporation,Farmer,and Insurance ".We also found that the propaganda of the new model of poverty alleviation is not in place,which leads to the impact of poor households on the level of understanding and participation in financial precision poverty alleviation,as well as the lack of effective finance for financial precision poverty alleviation.In view of these difficulties,the author analyses from the perspectives of government,the poor households and the financial organization.Furthermore this paper constructs the pattern of Financial Poverty Alleviation in Longhua County based on which the economy of the poor area in Longhua can be improved.
