Research On Non-operating Assets Securitization Of Beijing State-owned Enterprises

The purpose of this paper is to explore the way of transferring non operational assets to operational assets,open non operational channels,obtain the funds needed for sound development,and realize the sustainable development of non operational assets and operations through the research on the securitization operation of Beijing non operational assets divestiture transfer and centralized management.By using the methods of literature research,analysis,induction and logical reasoning,case analysis and mathematical statistics,this paper starts with the theoretical analysis of the non operating asset securitization of state-owned enterprises,and points out the existing problems of the non operating asset securitization mode of state-owned enterprises in Beijing,especially the realization of a more stable income through operation management to establish the basic fund pool of asset securitization.Then,a case study on the performance analysis of the non operating asset securitization model of state-owned enterprises in Beijing is carried out to analyze the operating benefits of different types of non operating assets of state-owned enterprises,such as printing house,bankrupt enterprise workshop,employee housing,etc.,try to analyze the advantages of the non operating asset securitization of state-owned enterprises,and put forward the policies to optimize the non operating asset securitization model of state-owned enterprises It is suggested that it is a preliminary exploration and attempt to combine the research on non operating assets with the research on asset securitization.In addition,based on the author's practical work experience,this paper explores the way of securitization of non operating assets,and provides new ideas for the development of related work of non operating assets operation.According to the above analysis,we can draw the following conclusions: first,we need to improve the relevant laws and regulations,establish the corresponding tax and accounting system;second,we need to comply with the market-oriented reform,standardize the financing platform of state-owned enterprises;third,we need to speed up the pilot work of non operating asset securitization of state-owned enterprises;fourth,we need to implement the balance mechanism,broaden the financing channels;fifth,we need to reverse the working ideas and innovate the non operating asset securitization Operational asset securitization means.
