Referring to the superior performance management system and relying on the intranet system tools,the Inspection Bureau of Tax ation Bureau in city A has established a performance management system since 2014,which consists of four parts of performance plan,performance supervision,performance evaluation and performance improvement,and is in line with PDCA cycle,realizing the perfo rmance management of itself and its subordinate departments.However,the results of survey and questionnaire show that there is a serious disconnection between the strategic planning and the objectives implementation in the performance management of the Bureau;at the same time,its performance management effects are not good,not achieving the step-by-step progress year by year with the annual PDCA operation as planned.As a result,the human and financial resources invested by the Bureau to strengthen performance management not only have failed to achieve the expected benefits,but also have occupied the resources supply of daily work.In such a case,by introducing the Balanced Scorecard,this study hopes to optimize the performance management of the Inspection Bureau of Taxation Bureau in city A,in order to assist the Bureau to implement the organizational strategy,promote the effective operation of PDCA cycle,and realize real improvement of performance.In chapter one and two,this thesis mainly intr oduces the research causes,relevant literature,theoretical basis and research ideas;in chapter three,it introduces the current situation of the study object,defines five problems from two aspects of strategy and PDCA cycle and discusses the causes of such problems;in chapter four,it introduces such optimization measures as Strategic Map drawing,Index Decomposition based on four dimensions and cascading Balanced Score card;in chapter five,it introduces the implementation effect and safeguard measure s.Through optimization,the leadership of the Inspection Bureau of the Tax ation Bureau in city A reestablished the strategy and implementation objectives,which made all staff able to closely link the organization mission,strategy and performance managem ent with their daily work.From the perspective of implementation effect,the organizational execution and vitality,resource utilization efficiency and employee satisfaction have been improved,which shows that the effectiveness of performance management of the Bureau has been enhanced.This study provides a useful reference for other basic taxation bureaus to use the Balanced Scorecard to find and solve performance management problems based on strategy and PDCA cycle,and optimize their own performance management.
