The pharmaceutical industry is an important industry related to the national economy and people's livelihood.It is also a key field of Made in China 2025 and strategic emerging industries,and an important guarantee for the development of a healthy China.As China continues to deepen the reform of the medical and health care system,a series of policies have been successively introduced and implemented,which have a great change and far-reaching impact on the existing product standards,market pattern and business model of the pharmaceutical industry.Centralized mining was spread throughout the country,the varieties of centralized mining increased,and the trend of drug prices declined;The adjustment of medical insurance catalogue clearly encourages enterprises to produce clinical rigid products;The policy of speeding up the examination and approval of new drugs and encouraging the import of new drugs has accelerated the upgrading and replacement of drugs.All of the above makes the industry reshuffle intensifies,the competition between enterprises in the pharmaceutical industry is increasingly white-hot.Facing the severe external environment and huge market changes,Y Company maintains strategic determination and embraces change.It is one of the key tasks of Performance reform for Y Company to set up a performance indicator system,decompose and implement indicators layer by layer,and formulate a reasonable index system for systematic evaluation in combination with their respective work priorities.Based on Y company as the research object,and through the human resources management about the level of performance management theory and method of analysis,using a questionnaire investigation about the present situation of the performance management in recent years,found that the unit of the practical work of the following problems: the enterprise strategic objectives of the design is not perfect,mainly reflected in the focus on short-term financial indexes,set up performance evaluation system is not scientific,the performance evaluation index weight design is not reasonable,the assessment results using narrow and so on.The above problems are not conducive to the effectiveness of the implementation of performance management in various departments of the enterprise,resulting in low work efficiency of employees and resistance to performance management.This paper classifies and evaluates the performance management work of Y Company.Firstly,the feasibility and necessity of applying BSC to the company are explored.The balanced scorecard method was used to redesign the key assessment indexes in the pharmaceutical industry.Secondly,optimize the allocation of theweight of indicators,assess the proportion of the score,highlight the priority of key items,and give consideration to the whole process tracking before and after the event to ensure the full coverage of performance management work.Thirdly,in order to improve the quality and efficiency of performance management within Y Company,the analytic hierarchy process is used to set up the weight of the index system of optimization assessment in the dimensions of customer,finance,internal process and learning and growth and make comparison.Finally,the paper puts forward the corresponding optimization scheme in the aspects of optimizing the assessment index system,perfecting the application of results and ensuring the implementation.
