Faced with the fast changing business environment, Chinese enterprises are confronted with a series of challenges such as how to deal with fierce competition and how to maintain technology superiority. The main reason is that value creation pattern have changed radically with the transition from industrial economy society to knowledge economy society. The paper analyzes the change in value creation pattern and reconsiders on the performance management. It indicates that traditional performance management, which focuses on the human resources management, is lack of the systematic consideration on enterprise's strategy, operation and personnel flow. It also indicates that the traditional performance management has a little relation with the enterprise's overall strategy and competitive advantages and that it has ineffective integration with the system of staff development and salary drive, so it can't meet the requirements of enterprise's new development.In order to meet the enterprise's requirements, the paper offers a whole new performance management pattern—the strategic performance management system based on the construction of position race's management platform. The brief summary of the pattern is "one platform, two systems, 3p integration". (1)One platform, namely position race's management platform. The paper analyzes the limitation of position management and introduces the position race's management pattern. It explains in detail the position race' division and the process of construction of position race's classical system and offers a basic platform for the operation of strategic performance management system. (2)Two systems, namely strategic implementation system and performance management circulation system. Reflecting on many perspectives such as strategic aspect and the creation of enterprise's value, the paper defines theachievements management as enterprise's strategic implementation system and offers a set of practical programs to analyze the construction of the key achievements target system from the factors of strategic analysis, strategic target and value actuation. The performance management circulation system refers to the process of implementation and operation of the whole PDCA circulation system from achievements plan to achievements guidance to achievements examination to the application of achievements results. Every procedure and key point is explained in the paper. (3) 3P integration, refers to a management pattern which integrates the performance management, salary management and quality management and realize the strategic coordination of every part. Based on position race's platform, it is different from the traditional human resources 3P pattern.
