Research On The Problems And Countermeasures Of Implementing The Rural Industry Vitalization Policies In Suining County

Based on a comprehensive understanding and grasping the features of the development stage in our country,the rural vitalization strategy is a major strategic decision made from the overall situation of the development of the party and the state.After building new socialist rural communities,it is another major strategy focusing on the priority development of agriculture and rural areas.It is the key to our efforts concerning “agriculture,rural areas and farmers” in the new era;it is the radical policy to solve the problem of unbalanced and inadequate development between urban and rural areas.The key to the implementation of the rural vitalization strategy,the in-depth promotion of various rural reforms and the solution to the development of “agriculture,rural areas and farmers” lie in the vitalization of rural industries.Thriving businesses is the important foundation of rural vitalization and the premise of solving all rural issues.Rural industries are rooted in counties,relying on agricultural and rural resources,and taking farmers as the mainstay,which can improve agriculture,prosper rural areas,and enrich farmers.Local governments actively respond to the rural vitalization strategy and explore a variety of ways to implement a series of policies.Whether the implementation of various vitalization policies or not is directly related to the effectiveness of the government policies and the credibility of the government.This paper takes the rural industry vitalization issued by Suining County as the research point,adopts Smith policy-implementation processing pattern as the analysis framework.Through literature studies,case studies,questionnaire surveys and discussions,it expounds the development of the industry,the achievements,and discovers the problems in the process of policy implementation,analyzes the reasons for these problems,and proposes the countermeasures such as elaborating the formulation of industrial policies,increasing investment in policy resources,and optimizing the environment for policy implementation.The main contents of this paper include: Firstly,collecting,reading and researching domestic and foreign related literatures on public policy implementation theories,rural vitalization strategies,rural industry vitalizations and implementations,and reviewing the existing research results of scholars at home and abroad.Secondly,it analyzes the related concepts of rural vitalization policy,and elaborates the implementation theory of public policy and Smith policy-implementation processing pattern.Thirdly,it introduces the basic situation of rural industry development in Suining County,the content of the industry vitalization policy,the policy effectiveness and the investigation analysis of the implementation of the industry policy.Fourthly,refine and summarize the problems existing in the implementation of the industry vitalization policy and specific cases are used to illustrate the problems encountered during the formulation and implementation of the rural industry vitalization policies in Suining County,and the specific problems are analyzed and studied.Fifthly,analyze the causes of the problems in the process of implementing the policy.Combined with the actual situation,explore the solutions and approaches,and then summarize and propose the solutions and measures to provide reasonable recommendations for the regional rural industry vitalization policy.This paper has 15 figures,6 tables,and 56 references.
