The long-term historical factors had made China's economy and society a typical dual economic structure.The great pioneering work of reform and opening up has opened the channel of factor circulation,released economic vitality,and realized the miracle of economic development.However,with the rapid development of the urban economy,China has also encountered rural development problems that the developed countries of the world have faced.The economic development speed of the countryside lags behind that of the urban sector.Cities and villages are two aspects of economic and social development and are mutually dependent on each other.The ideal of socialist common prosperity also requires us to pay attention to the development of the countryside.The report of the 19th National Congress of the Communist Party of China pointed out that the main contradictions in China have been transformed into contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life,and proposed a strategy for rural vitalization.Rural vitalization has become an important part of the development of the new era.However,in order to better promote the implementation of the rural vitalization strategy,it is necessary to explore the internal causes and factors of the rural vitalization.Therefore,this paper combines the theory of political economy to study and analyze the problems of rural development in China from the perspective of labor mobility.This paper firstly combs the theory of rural development and labor factor flow and its mechanism of action,and then analyzes the constraints of labor mobility and rural development from the perspective of political economy,as well as the mechanism and path of rural vitalization.In this way,we construct a path and mechanism of internal connection between labor circumfluence and rural vitalization.Then based on China's development process,this paper analyzes the labor mobility and rural development during the development process,and illustrates the internal relationship between labor mobility and China's rural development.Labor mobility plays a key role in the rural development.Then an empirical analysis of the possible factors of labor mobility is conducted.And it is compared with the theoretical analysis in the previous part.The study finds that labor mobility is a key factor affecting rural development in China and is the key to rural vitalization.The circumfluence of labor talents is the key path to rural vitalization;China's rural labor mobility has different effects on rural economic development at different stages of development.In the early stage,it has promoted positive effects on rural development,but the excessive loss of labor will lead to the lack of talents and capital support for rural development;the relative comparative benefits before and after the mobility will be an important factor affecting labor mobility,while working and development opportunities will also affect the transfer of labor.Based on the research results,this paper proposes four comprehensive recommendations:attach importance to talents and Promoting Talent Backflow;improve infrastructure and optimize the development environment;pay attention to local city economy construction and Promoting Coordinative Development;increase financial support and improve the effect of transfer payments according to local conditions.
