Study On The Problems And Countermeasures Of Rural Home-based Elderly Care Services In Sanlong Town, Yancheng

For a long time,the problem of providing for the aged has been the focus of the people's livelihood.Over the years,representatives of the national and local conferences have frequently put forward proposals and suggestions on strengthening the construction of the service system for the aged and improving the service level for the aged,which has attracted the attention of governments at all levels.The state,provinces and cities have issued a series of policy documents to support the reform of the system,the construction of facilities,the improvement of the mechanism,the guarantee of measures and other aspects.The pension service industry has developed rapidly,forming a home-based,community-based,institution supported pension service system.Due to the long-term impact of the dual development system of urban and rural areas,the rural elderly service is relatively lagging behind,and the living conditions of the rural elderly are worrying.The traditional family pension model is unsustainable.At the same time,influenced by the old concepts of "raising children to prevent the aging" and "resettling",most of the rural elderly tend to live at home and enjoy the relevant pension services provided by the local government nearby.After the continuous development in recent years,some distinctive practices have been formed in promoting home-based elderly care services in rural areas,and some successful experiences have been accumulated.The life of the elderly in rural areas has been greatly improved.Based on the operation of Sanlong town home-based elderly care service station,the contracted services of rural doctors and the supply of socialized elderly care services,this paper conducts an empirical study on the rural home-based elderly care service in Sanlong Town,Yancheng City.At the same time,combined with the questionnaire survey and interviews with some elderly people and the main principals of the village,it is found that although Sanlong town is promoting the rural elderly care service However,three "one to many" service modes have been formed: "one center + multiple sites","one village doctor + multiple service personnel" and "one service personnel + multiple elderly people".However,there are still some deficiencies in the following aspects: first,the service content is relatively single;second,the functions of related subjects are absent;third,the service team is relatively weak;fourth,the operation of service platform is difficult.Based on the analysis of the causes of these problems,and at the same time drawing on the excellent practices of other places in the country,it proposes certain targeted countermeasures: one is toimprove the economic support of the government's social families in various aspects,the other is to improve the level of home care services,and the third is home care To build a service team,the fourth is to improve the home care service system,and the fifth is to improve the ability to provide integrated medical and nursing services.With a view to accelerating the construction of an inclusive,diversified,multi-level and modern rural pension service system.
