Research On Problems And Countermeasures Of Village-level Financial Management In Huaiyin District, Huaian City

In the report of the 19 th National Congress of the Communist Party of China,the three issues,namely agriculture,rural areas and farmers,are closely related to the national economy and the people's livelihood.We must take the solution of these three issues as the focus of the whole party work from the beginning to the end.Rural financial management has always been the basic work of rural economic management,so the effectiveness of this work will be directly related to the practical interests of every farmer,but also to ensure the stable development of rural society,even the basic conditions for the orderly development of new rural construction and harmonious social construction.The first mock exam is about 80% of the local government organizations in China.The mode of village accounts management is implemented by the local government organizations at the grass-roots level.The start of this mode has effectively standardized the financial management in China,and solved the problems of agriculture,rural areas and farmers,and guaranteed the interests of farmers and made the work of building a clean and honest party work orderly.However,any work is not accomplished overnight,and the application of "village account and town management" mode will also be affected by some historical problems.At present,China has launched a variety of policies to strengthen agriculture and benefit agriculture,which has pushed the issue of rural accounting management to a hot spot again,and gradually entered the vision of the masses of farmers.Accounting management belongs to the category of administrative management system,which plays an important role in government work and people's interest maintenance.With the rapid development of rural economy,the financial management pressure in rural areas is also much higher than before,so we must improve the work efficiency through the innovation of financial management technology and concept.Therefore,it is of great significance to study the above issues both in theory and in practice to promote the scientific and refined rural accounting management and improve the efficiency of rural accounting management.Based on the practical problems existing in the operation of the new mode of "1+ 2 + 2" financial supervision at the village level in Huaiyin District,this paper introduces the ways and main purposes that the district government covers in rural accounting management,analyzes the root causes,and puts forward suggestions for improving the mode of "1 + 2 + 2" financial supervision at the village level.Thespecific suggestions include the following aspects: first,strengthen the organization and leadership work,so that the district government and the village level association can form a higher sense of cooperation and co management;second,establish new laws and regulations and policies,improve the current laws and regulations and policies,so that the current accounting processing work can be legally relied on;third,innovate the current financial management technology,optimize the current financial management conditions;fourth,further fall We will make financial affairs transparent and do a good job in auditing and supervision.Hope to be able to Huaiyin District "1+ 2 + 2" village level financial supervision of the implementation and development of the new model is beneficial.
