Share-hold Cooperative System is an enterprises organizing form which combines the capital cooperation system and labor cooperation system, thus it embodies features of Share-hold System and Cooperative System. Share-hold Cooperative System is one form of public ownership which is suitable to our country's circumstances, in accordance with the level of China's productivity, and promoting the development of collective economy.Since implementation of the Police of Reform and Opening-up, rural areas of South Jiangsu have made great efforts to develop township enterprises, as a result, non-agriculture industries have been booming and non-agriculture employment has reached full scale. Through pains-taking efforts in twenty years, the village-based collective economies in South Jiangsu have accumulated large quantity of collective assets. Recently, with the quickening process of urbanization, we need to make clear the relations between village collective assets and peasants, thus to reduce the opportunity cost of migration of peasants.Currently, the ownership of village collective assets in Southern Jiangsu is ambiguous. Collective assets belongs to all village peasants in name only, and the local government and village committee actually control the distributive right of earnings from collective assets. Under such an ownership structure, urbanization will probably lead to the deprivation of the peasants' earnings from collective assets, or the earnings will be relocated at the time of village-combination, and therefore original shares enjoyed be members of collective economy will be diluted. The conflicts between changing external circumstances and the internal defects of collective property rights, plus peasants' awakening awareness of property rights and increasing democracy consciousness eventually evokes the reform of rural village-level Stock-cooperation System in Collective Economy in South Jiangsu.Due to constrains of history and social economy, there are no uniform principles and practical models in the reform of rural village-level Stock-cooperation System in Collective Economy. The reform in South Jiangsu is a change based on drawbacks of historical traditional institutions, and the present study on the reform focuses on how to perfect the individual property rights, setting up property rights transaction markets, setting up legal person governance structure, improving the ability of decision-making of board, promoting the process of correlated legislation, enhancing the service functions of local government, and the question of preservation or abandance of collective shares.To comply with urbanization and protect villagers' rights, with the help of city and town government Chengnan village in Jiangyin City takes the lead in transforming collective assets into shares quantitatively and distributing shares to all villagers according to the willingness of villagers, at the same time Chengnan Share-hold Cooperative is established. The reform shows demostrations in promoting the urbanization process of Jiangyin city, speeding up the reform of rural property rights, and increasing the incomes of peasants.The construction and perfection of Rural village-level Stock-cooperation System in Collective Economy is a long-term and complicated systematic project, thus we should put emphasis on various problems arising from the reform and take measures to solve them effectively, then we may expect Stock-cooperation organizations in Collective Economy to grow and prosper.
