As we move into the new economic development stage,the quality of economic and social development will also change(improve)due to the change in the quality of the economy.In the new era,economic progress has gradually evolved to a higher level and a more complicated division of labor.The industrial structure,factor inputs,and supply and demand structure have gradually transformed to a more reasonable stage.The pilot policy for comprehensive reform of the service industry is a pilot regional policy promulgated by the National Development and Reform Commission in 2010.Its goal is to reform the service industry mechanism and deepen the system,break the barriers that hinder the development of the service industry,and solve outstanding problems in the development process,improve the development quality of the service industry,optimize the industrial structure and external environment of the service industry,innovate the development model of the service industry,promote the sustainable growth of the service industry,and then drive the overall coordinated and coordinated development of the surrounding areas.Based on the above background,this article is guided by the theory of industrial upgrading and the theory of economic growth,and based on the research results of domestic and foreign experts and scholars on the service industry development quality assessment methods and transmission path research,according to the actual situation of development at this stage,with the help of the policy effect evaluation model in the field of social science,make a systematic evaluation of the economic effects of the pilot reform of the service industry in the implementation of the pilot area.The in-depth discussion of the possible heterogeneity in the long-term and short-term effects of the income increase effect of the economy,and the exploration of a reasonable path for the implementation of the pilot policy of comprehensive reform of the service industry to promote high-quality economic growth.The conclusions are as follows:First,the overall assessment found that the implementation of the pilot policy of comprehensive reform of the service industry had a significant economic income effect on the pilot regions,and the core estimation coefficient remained statistically significant after many robustness tests.It shows that the policy implementation has achieved the expected results,and it can significantly increase the growth rate of the pilot city service industry and promote the development and progress of the city service industry.Secondly,the net effect of the pilot regions after the implementation of the comprehensive reform policy of the service industry is statistically significant and continuously promoted,but it shows a certain degree of temporal heterogeneity.This time heterogeneity is specifically manifested in the early stage of policy implementation: the effect of policy intervention in pilot cities on economic income growth is very significant,and the economic stock and development quality of urban service industries have significantly improved.With the passage of time,the impact of economic income growth has gradually decreased,especially in the middle and late stages of policy intervention,and its net impact has tended to weaken over time,and the degree and scale of economic income growth in urban services has declined.The overall explanation shows that the implementation of the pilot policy of comprehensive reform of the service industry has strong heterogeneous attributes at different impact points in the pilot area.Third,the effect of increasing economic income from policy implementation can be achieved through the two internal paths of spatial agglomeration of service industries and regional innovation enhancement.That is,the efficient industrial agglomeration and regional innovation capabilities can significantly enhance the development level of the pilot city service industry,and their role in the quality of service industry development cannot be underestimated.Fourth,the implementation of the pilot policy of comprehensive reform of the service industry has also produced heterogeneous characteristics in the spillover effects of economic income increase in neighboring regions of the pilot cities.In the early stage of the implementation of the policy,there was no significant positive spillover effect of the economic income increase effect,but it only had an impact on the economic growth of neighboring cities,and did not really achieve the coordinated development of regional economics.In the later stage of the implementation of the policy,the spatial spillover effect changed from a positive impact to a negative impact,indicating that the pilot cities' leading role in neighboring areas is not prominent,and no regional growth poles have been formed.Based on the above research conclusions,this article proposes the following policy recommendations: First,clarify the top-level design of the policy and ensure that the policy is reasonable and effective;Second,strengthen the supervision of policy implementation and summarize and promote excellent experience;Third,adjust the industrial development structure and promote industrial transformation and upgrading;Fourth,strengthen the drive of innovation kinetic energy and improve the overall level of the region;Fifth,promote efficient industrial agglomeration and strengthen spatial linkage and integration;Sixth,transform government service functions and provide effective transfer payments;seventh,break the barriers to administrative barriers and deepen regional A win-win mechanism.
