China is at a critical stage of economic transformation and upgrading,and regional innovation has become an important source of power to promote sustainable and healthy economic development.The improvement of regional innovation capacity can be achieved not only by independent innovation,but also by open innovation and the introduction of international factors.In terms of development and innovation,it is possible to introduce advanced equipment,intermediate products,and international R & D investment.Among them,the introduction of intermediate products is an important part of import trade.Therefore,it is of certain research and innovation significance to explore the impact of the technology spillover effect of intermediate imports on regional innovation capabilities.This article comprehensively uses literature analysis,theoretical analysis and empirical testing,qualitative and quantitative analysis methods to carry out the research.First of all,a characteristic analysis of domestic intermediate goods imports and regional innovations was carried out.From the analysis of statistical data,the continuous expansion of the import scale of intermediate goods has become an important part of domestic import trade,and most of them are mainly imported intermediate parts with high technological content such as parts and semi-finished products.Domestic regional innovations show obvious regional differences.The eastern region's innovation capability is ahead of the central and western regions,but the catch-up trend in the central and western regions is obvious.Secondly,this article separately elaborates on the trade in intermediate goods and regional innovation,and combs the mechanism of their influence on this basis.The study found that the trade in intermediate goods is a product of the international division of labor.A country or region will adjust its own production activities according to the global value chain,tending to concentrate sufficient resource elements on production links with comparative advantages.In order to focus on the production of high value-added products such as product development and innovation,and maintain the core competitive advantage,developed countries decided to outsource the production of low value-added products.Therefore,the import of intermediate products has become China 's import of foreign high-tech intermediate products to participate in global value chain production Important channel.Regional innovation theory believes that the key to innovation is mutual learning in the production system,and the advanced research and development stocks contained in the import of intermediate products provide conditions for innovative learning.The R & D spillovers of imports of intermediate goods can have an impact on the R & D and innovation activities of a country or region through learning demonstration effects,competition effects,and human capital flow effects.Finally,the empirical analysis of this paper is to build on the improved LP model and establish an intermediate product import technology spillover model.Using the panel data of 30(province)cities and 33 countries in China from 2003 to 2017,the domestic imports were measured respectively.Intermediate product R & D spillover stock and intermediate product R & D spillover stock with higher technical content,empirically study the impact of the above two on regional innovation ability,and then use sub-sample regression method to investigate the effect of intermediate product import technology spillover on regional innovation ability Differences,sort and analyze according to the empirical results,and make corresponding suggestions.The main conclusions of this paper are as follows: the import of high-tech intermediate products has a significant effect on promoting the technology diffusion effect of regional innovation capability.Further empirical analysis of the technological spillover effect of all intermediate products on regional innovation capability,the regression results show that its technology diffusion effect The contribution of innovation has increased significantly.Foreign direct investment,foreign direct investment and R & D human capital all have a positive effect on regional innovation,and the effect of promoting R & D expenditure is not significant.In terms of subregions,the technology spillover of imports of intermediate products has obvious regional differences in innovation in the eastern,central and western regions.The research and development spillovers of intermediate products have a significantly greater positive effect on the central region than the eastern region,while the promotion effect on the western region is not significant.On the basis of this research conclusion,this article puts forward policy recommendations in terms of import scale,intermediate product import structure,R & D expenditures,human capital,foreign investment attraction and foreign investment.Governments in various regions should actively expand the scale of imports of intermediate products and increase the proportion of high-tech intermediate imports;"revitalize" R & D expenditures,optimize the structure of funding allocation,increase R & D investment in scientific research;strengthen education investment,especially optimization The education environment in the western region will raise the level of human capital;raise the level and level of foreign capital "introduced" and encourage enterprises to go global.
