The right to speak and initiative is a manifestation of a country's international competitiveness,and the ability to innovate can not only drive the development of a country's economic growth,but also an important magic weapon to win the top position in the fierce competition between countries.The strength of comprehensive national strength with the economy and technology at the core is an important manifestation of a country's core competitiveness.In today's era,China is at a crucial moment in its economic transformation and upgrading.In order to maintain the sustainable and healthy development of China's economy,it is necessary to take a road of technological innovation that belongs to China.The increasingly open economic environment has prompted China to continuously learn high-tech technologies to independently innovate on the one hand,and on the other hand,has provided China with a shortcut to accelerate innovation,which is achieved through country-to-state transactions.As an important part of international trade,intermediate product trade plays an important role in the technological innovation of a country.For developing countries like China,which are at the low end of the value chain,import intermediate products from high-level countries and dismantle and study the technologies in them to achieve the purpose of learning,absorption and innovation,thereby increasing their costs at a relatively low cost.Technical strength and achieve the ultimate goal of industrial structure upgrade at a relatively fast speed.As the main channel for technology spillovers,the import of intermediate products can be viewed as a collection of production factors that include both capital and technology.Domestic R & D input from intermediate exporting countries is a source of technology spillovers from importing countries.Has China's imports of intermediate products played a role in improving technological innovation? What type of intermediate products does China import to benefit the improvement of China's technological innovation? From which countries is it most appropriate to import intermediate goods? This article attempts to solve these problems through theoretical analysis and empirical test.This article first expounds the basic theory of intermediate goods import,and further analyzes the effects of the import of intermediate goods on China's technological innovation.Three representative effects are proposed,one is the "technology spillover effect",the other is the "incentive effect",and the last is the "competition and crowding out effect".The first two effects achieve the role of promoting China's technological innovation in different ways,And the last effect will hinder technological innovation to a certain extent.Moreover,in a country's process of learning and understanding advanced technology in imported intermediate products,the role of human capital's absorptive capacity in promoting a country's technological innovation cannot be ignored.If the absorptive capacity is not reached,technological innovation will not be promoted.This article uses the BEC classification to statistically analyze China's intermediate product imports from 1999 to 2017.It was found that China's imports of intermediate products accounted for a large part of China's total imports,of which parts and components accounted for a large share,mainly from developed countries,while primary products were mainly imported from developing countries.From a more subdivided perspective,processed fuels and lubricants account for a larger proportion.The current state of technological innovation in China in recent years is mainly reflected in the rapid increase in the number of patents granted.In more detail,utility models account for the largest percentage all year round,and the fastest growing number of invention patents.After theoretical and current research,this article uses data from 31 regions in China from 1999 to 2017 to compose panels to verify the overall import of intermediate products,intermediate parts,semi-manufactured products,primary products,and Chinese technology.The relationship between innovation.Research shows that intermediate goods as a whole have a significant role in promoting China's technological innovation,while human capital has weakened the role of intermediate goods imports in promoting China's technological innovation.When further analyzing the intermediate products from developed and developing countries,it was found that both intermediate products from developed countries and developing countries can promote the level of regional technological innovation in China;and then subdivide the intermediate products into After empirical research on spare parts,semi-manufactures and primary products,it was found that imported spare parts have a significant role in promoting technological innovation in various regions of China,while imported semi-manufactured products have a significant inhibitory effect on various regions in China.Imports show that imports from developed countries have a greater effect on technological innovation than from developing countries;human capital has a good role in promoting technological innovation in the eastern region,but not significantly in the central and western regions.As the most concentrated region for talents in the east,the eastern region has a good absorption effect on imported intermediate products,thus absorbing the technologies of developed countries included in the intermediate products.The empirical results from developed and developing countries are It can also be concluded that the strength of financial innovation support has a significant difference in technological innovation in the eastern,central and western regions;the role of R & D intensity in the central region is not as significant as in the eastern region.Foreign direct investment has a significant effect on technological innovation in the east,middle and west.
