The 19 th National Congress of the Communist Party of China puts forward the new goal of speeding up the reform of ecological civilization system and building a beautiful China.Under the background of ecological civilization construction,further improving the coordination between social economic development and ecological environment,accelerating the formation of a spatial pattern of saving resources and protecting the environment have become the urgent issues to develop China’s economy and strengthen its resilience.Industry is an important bridge connecting social economic development and ecological environment,while industrial ecology,as the advanced form of industrial development,serves as a necessary way for high-quality economic development and industrial transformation and upgrading under the concept of green development.High-quality development requires the construction of a sound industrial ecological system.The sustainable and stable promotion of regional industrial ecology will effectively promote the ecological development of regional economy,especially in resource-based development area.At the same time,there exists many disparities in resource endowment,industrial structure,technical environment,ecological environment pressure and other aspects in different regions of China.In the process of realizing the industrial ecological development,only by taking measures according to local conditions and avoiding“one size fits all” approach can we effectively promote industrial competitiveness and development level with the help of green development and ecological construction.First of all,this paper makes a literature review about the relevant theories of industrial ecology.Using the panel data from 2003 to 2017 of 30 provinces and cities,it constructs the evaluation index system of industrial ecological efficiency andmeasures and analyzes it by the SBM model of unexpected output super efficiency.Dagum Gini coefficient and Markov chain are used to analyze the sources and time-space transfer characteristics of regional industrial ecological efficiency difference from two perspectives of economic zone and economic belt.On this basis,GLS econometric model is selected to analyze the driving factors and differences of the evolution of regional industrial eco efficiency,and estimate the impact on the development of industrial eco.The main conclusions are as follows:(1)The efficiency of national industrial ecology is generally at a low level.From the perspective of economic region,the economy rank is listed from the top to the bottom level:Southern Coast>Northern Coast>Northeast>Eastern Coast>Economic Zone in the middle reaches of the Yellow River>Southwest>Economic Zone in the middle reaches area of the Yangtze River>Northwest.From the perspective of economic belt,the economy rank listed as follows Beijing-Tianjin-Hebei Economic Belt>The Belt and Road economic belt>Yangtze River Economic Zone,the Maritime Silk Road>the Silk Road Economic Belt.(2)The overall regional differences are mainly affected by the regional differences;the gap in the Northwest Economic Zone is the largest,while,in the southern coastal economic zone it is the smallest;the gap between the southern coastal economic zone and the northern one is the smallest.(3)To a large extent,the transfer of industrial ecological efficiency exists between adjacent levels,with little probability of domain transfer,and strong path dependence,as well as the serious polarization.(4)Industrial structure rationalization,upgrading,environmental regulation and foreign investment have significant positive effects on industrial ecological efficiency,while resource endowment structure has negative effects.And there are obvious regional differences in driving factors of industrial ecological efficiency evolution.Finally,according to the conclusion of the study,the corresponding countermeasures and suggestions are put forward from the aspects of optimizing the industrial layout,building the industrial ecological system,as well as leveraging environmental regulation.
