Research On The Coupling And Coordinated Development Of Agricultural Insurance And Agricultural Modernization In Gansu Province

As a major province of agricultural production,it is of great significance for Gansu to change the traditional mode of agricultural production,promote the development of agricultural modernization and accelerate the transformation from traditional agriculture to modern agriculture.However,agriculture is a very weak high-risk industry,which urgently needs agricultural insurance to provide risk protection.Therefore,it is necessary to promote the mutual coupling and coordination development of agricultural insurance and agricultural modernization.In this paper,after a systematic review of the relevant research results on agricultural insurance and agricultural modernization,the coupling and coordination mechanism of the two systems is discussed.On this basis,combined with the current development situation of agricultural insurance and agricultural modernization in Gansu Province,this paper selects the relevant datas of Gansu Province from 2007 to 2017,calculates the index weight using entropy weight method,and uses the comprehensive evaluation model to calculate the comprehensive evaluation score of agricultural insurance and agricultural modernization development,and further constructs the coupling coordination model to study the coupling coordination relationship between the two systems.Finally,the paper puts forward some policy suggestions to promote the coupling and coordination development of agricultural insurance and agricultural modernization in Gansu Province.The main conclusions of this paper are as follows: the overall development level of agricultural insurance and agricultural modernization in Gansu province has gradually improved,but it is still at a relatively low level as a whole,and the development level of agricultural insurance continues to be lower than the development level of agricultural modernization;The development of agricultural insurance and agricultural modernization in Gansu Province is not independent of each other,They are correlated with each other and basically in the stage of moderate coupling.The development of agricultural insurance lags behind the development of agricultural modernization for a long time,which makes it difficult to improve the coupling degree,and the level of coupling coordination is weak;The factors affecting the development of agricultural insurance are mainly the efficiency of agricultural insurance and the sustainability of agricultural insurance,Including agricultural insurance income and expenditure intensity,agricultural insurance income and expenditure depth,and insurance income and expenditure growth rates;The main factors affecting the development of agricultural modernization are the level of agricultural investment and the level of agricultural sustainable development,Including the agricultural machinery power and electricity consumption of per unit cultivated area,Fertilizer dosage per unit area,pesticide dosage per unit area,the area of afforestation in the current year,and the disaster rate,etc.;For agricultural insurance,we should constantly improve the organizational model and operation mechanism,strengthen the publicity of insurance knowledge,and improve the insurance recognition of farmers;For agricultural modernization,we should increase the investment in agricultural facilities and equipment,science and technology,and minimize the use of chemical fertilizers and pesticides.
