Since General Secretary Xi Jinping proposed the "One Belt and One Road" strategic concept, the "One Belt and One Road" has quickly become a hot topic at home and abroad. In recent years,China's exports to the countries along the “Belt and Road” account for a rising share of total exports. The growth rate is also significantly higher than that of total exports. This shows that countries along the “the Belt and Road” have broad market prospects and are important trading partners of China. At the same time, under the influence of economic globalization and regional integration, the tariff levels of various countries have dropped to a relatively low level, and the impact on international trade has been minimal, while the complexity of international trade procedures and long customs clearance time are The issue of efficiency, the trade facilitation, has gradually returned to people's perspective and become a new hot issue in promoting international trade.Based on the above reality, this article will set the research content as the trade facilitation to China's exports to the "the Belt and Road" countries.First of all,the article expounds the theoretical basis of this article using four theories of free trade theory, transaction cost theory, regional economic integration theory, from the meaning of trade facilitation, the construction of evaluation system, the selection of research methods and research models, and the control variables.Selected literature, trade facilitation and the relationship between exports were reviewed from the perspective of the literature, combed the previous research experience, and this paper identified the trade facilitation assessment system as Wilsion's four index method, and determined the research method as the main component analysis method. With the regression analysis method, the research model was determined as a gravitational model.Secondly, from the status quo of trade facilitation and China's current status of the “the Belt and Road” countries' export status,we find that the proportion of China's exports to “the Belt and Road” countries in China's total exports has continued to rise. The growth rate is higher than the total exports. The growth rate, and the continuous improvement of the export structure, stilllags behind China's total export structure and its export structure to developed countries such as the United States and Japan. Then, this article uses principal component analysis to construct a comprehensive trade facilitation assessment system, calculates the trade facilitation level of countries along the “the Belt and Road” in 2015,and analyzes the trend of trade facilitation. The study found that, first, the level of trade facilitation in countries along the “the Belt and Road” is generally low;second, there are significant differences in the level of national facilitation, with the highest level of trade facilitation in Singapore at 0.982 and the lowest level of trade facilitation in Yemen.0.354;Third,the level of trade facilitation in a country is closely related to the level of economic development in the country. Then, based on the availability of data, this paper selects cross-sectional data from 44 countries along the 2015 line for empirical analysis, taking China's exports to countries as the explained variable, and countries' trade facilitation as the main explanatory variable, with the target country's GDP.The distance from China's capital, the tariff level of the destination country, whether the two countries are APEC member countries and the stock of direct investment by China in the target country are control variables, and the gravity model is used for regression analysis. The study found that the level of trade facilitation has a significant effect on China's exports to countries along the route, and is far higher than the impact of tariffs.Subsequently, the four major indicators of the trade facilitation index system were decomposed and regressed, and the magnitude of the impact of the four major factors was measured. It was found that port efficiency had the most significant impact on exports. Finally,to propose countermeasures and proposals,it is necessary to increase the construction of trade facilitation in the “the Belt and Road” countries and correctly handle the balance of interests between developed and developing countries.Distinguish between the primary and secondary times, and focus on promoting port infrastructure construction. At the same time, improve the institutional environment, increase the transparency of policies, increase the efficiency of customs, and vigorously develop e-commerce.
