Since the reform and opening up,township and village enterprises have sprung up in spring.Through the development of township and village enterprises in southern Jiangsu,industrialized and market-oriented development methods have emerged,forming a unique model.However,with the development of enterprises,collective land without full power cannot meet the needs of enterprises,nor does it meet the land requirements for enterprises to be listed.Moreover,the listing and circulation of rural collective operating land contradicts the current national laws and regulations.On the other hand,the urban borders are constantly expanding outwards,the urbanization process is constantly advancing,more and more rural populations are flooding into cities,resulting in a large amount of rural collective land being idle,and more and more rural homesteads are vacant In addition,the rural collective construction land shows a tendency of rough utilization,and the utilization rate of construction land is low.In November 2013,the central government made a decision to deepen reform in the field of land system.Through land system reform,rural collective construction land and state-owned construction land have the same rights and the same price to enter the land resource market.Awaken the rural “sleeping land” and stimulate the potential of rural collective construction land.As one of the pilot reform areas,Wujin District has achieved a lot of successful experience in advancing the reform of the land system pilot,and there are also many problems.This article firstly cuts in from basic theories and concepts,briefly describes the research topic of rural collective operating construction land entering the market,and secondly,the policy,system,spatial planning basis and core elements of entering the market for rural collective operating construction land in Wujin District The analysis was carried out;at the same time,the typical market entry cases were introduced based on the actual situation of Wujin District's market entry,and the difficulties and problems in the current collective management construction land entering the market in Wujin District were thoroughly analyzed and explored;combined with the practice of a large number of enterprises entering the market,the Shapley value method was introduced for quantitative analysis Analyze and verify the income distribution system of Wujin District ' s rural collectively-operated construction land from the perspective of scientificity and rationality;sum up the experience of Wujin District in the reform pilot work,aiming at the difficulties and problems in entering the market,improve the policy system,build The scientific spatial planning system,strengthening thesupervision of entering the market,optimizing the distribution of income,and other recommendations are aimed at improving and optimizing the rural collective operating construction land in Wujin District to enter the market.It is hoped that by studying to reduce the obstacles to entering the market in Wujin District,the market will play a decisive role in the allocation of land resources,solve the urban-rural dual structure problem,and provide an effective way for the reform of the land system throughout the country.
