Research On The Financial Guarantee Of Changzhou Township Government's Public Service

Public service is the core concept of public administration and government reform in the 21 st century.It is expected that the growth rate of fiscal revenue will slow down in 2019 and 2020 due to the increasing downward pressure on the economy and the implementation of bigger tax cuts and fee cuts.In the case of the relatively prominent contradiction between fiscal revenue and expenditure,this paper will focus on the reasonable scale of financial guarantee of various public services,the optimal structure of financial capital expenditure and the scope of public services that financial guarantee gives priority to.The financial security of public service is affected by many factors.Under the current financial distribution system,the financial right and administrative right of grassroots finance are not clear and the financial right cannot fully match the administrative right.To some extent,it is easy to cause the lack of public service provision of grassroots township government.After the reform of the financial system in each town in jiangsu province,the financial burden of the town is more serious.The author on the basis of studying the relevant theories of public service,analysis of 2015-2018,changzhou township government public service financial security status data,through with the villages and towns compared with the data and compared with similar city development situation,understanding of changzhou township government in the public service of financial security in the current actual situation and problems,and put forward targeted to specific measures can solve some problem.The first chapter expounds the research background and significance of this paper.The second chapter summarizes and explains the key words such as "local government","public service","financial security ability" and the connotation characteristics of relevant theories.Based on the basic data of 2015-2018 and the comparison of yixing and changshu with similar economic development in the surrounding areas,the third chapter analyzes the basic status quo of public service financial security of changzhou township government.The fourth chapter,based on the analysis results,summarizes the problems that restrict the financial security ability of public service of changzhou township government.The fifth chapter tries to put forward some measures to improve the financial guarantee level of public service of changzhou township government.Chapter six is the conclusion.
