Financial Ability To Social Security Research Of Henan Province

In recent years, with the economic strength gradually increasing and revenue growing continuously, Henan Province continues to strengthen the social security investment by regarding improving the social security system covering urban and rural residents as the starting point. As an important starting point for the development of people’s livelihood, Henan Province gradually improves the social security system and the current institutional framework for social protection of the initial formation,as well as constantly improves the level of security benefits, institutional expansion rapidly makes progress.In the context of an aging population, along with the further expansion of social security coverage, the level of social security gradually increases and public finance investment will be more and more in Henan Province. Thus, the financial ability to pay Social Security is not only becoming a hot academic research,but also being the social security practice of practical problems to be solved. In view of this, social security issues are deeply studied around the financial ability to pay of Henan Province. The main topic is organized as follows:The first part, creating the social security of Henan Province Supply and fiscal responsibility framework for comprehensive analysis. The size of social security financial capacity to pay is based on fiscal responsibility of social security. This paper presents the social security supplies and fiscal responsibility framework for comprehensive analysis. Through a comprehensive analysis framework, we havecleared social security relations between supply and fiscal responsibility. Social security of supply is the premise and foundation of the research of fiscal responsibility, and the fiscal responsibility of social security is the important content of social security of supply, which provides an important funding for social security public service supply.The second part, inspecting the level of Henan province social security supply. Firstly, it defines the level of social security supply, in other word, it measures the ratio of the supply of social security level of a country or a region according to the distribution of social security expenditure GDP, and calculates the supply of social security level in Henan province according to formulas. Secondly, comparing the social security of Henan province supply level and otherprovinces in the country, through analysis and comparison, we found that Henan Province in2011 the total social security expenditure is large in scale, and the social security of public finance is large on the investment of social security. However, when the social security level of Henan Province was ranked in the 31 provinces in the country, it fell behind. Well, to analyze from the national level, the social security of Henan province level is in a lower level, which is below the majority of provinces and cities in China and even underdeveloped provinces, which shows thatthere is still much room for improvement in Henan Province, and the social security of Henan province residents treatment needs to be further improved.Of course, the level of social security is just a macro index, whose value is influenced by many factors.The third part analyzes the Henan province social security burden level. Using the fiscal responsibility for social security theory, establishing the construction of the social security financial burden index as well as calculating the formula of financial burden of social security index. From CEI net statistical database,we can obtain the financial social security expenditure of Henan Province in 2011 and the total amount of fiscal expenditure, and then calculate the 2011 government social security burden index,which is 12.90%, according to the government social security burden index formula. Compared with other provinces, Henan province finance social security burdens heavier.The fourth part, the influence factors of the social security of Henan province finance payment ability. Affected by many factors, the social security financial capacity to pay will have dynamic changes.On the basis of the fiscal responsibility for social security theory, we can establish the influence factors analysis framework map of the social security finance payment ability, these factors mainly include the economic level, social level, government level three categories.The fifth part, putting forward the countermeasure and the suggestion.to improve the social security of Henan province finance payment ability. In the analysis, we think that to enhance the social security of Henan province finance payment ability, it needs to appropriately increase the fiscal revenue,and optimizes the investment structure; bringing up lots of policy and broadening the financing channels;Actively seeking the support of the central government;Strengthening the fiscal subsidy on the part of the prefecture level cities; Establishing a social security while creating financial risk early warning mechanism and stable investment mechanism.
