Financial Security Research For Equalization Of Basic Public Service

In2013January, Ningbo City, Cixi start "equal access to basic public services inurban and rural areas of the special action plan", let people enjoy the city treatment inrural areas.Due to the particularity of Chinese national conditions, decided in basicpublic services such as assimilation can be achieved between urban and rural areas,need to face, regional and high income and low income gap. So go through financialsecurity adjustment mechanism to promote the equalization of basic public servicesbe imperative, especially in urban and rural areas, promote the regional equalizationof basic public services.In this paper, established in Ningbo area of urban and rural basic public serviceas an example to analyze the impact of demand and supply status and financialsecurity of basic public services for the equalization of basic public services,measures the equalization of basic public services for the financial security, so as tocreate favorable conditions for financial security system as well as the conscience ofsociety development. This paper is divided into six parts:The first part of this paper describes the analysis of the relevant concepts andtheories. The first connotation about the basic public service,the equalization of basicpublic service is defined as "the government and its public finances to provide publicproducts and services make no exception for different interest groups, differentsectors of the economy or social class, including the provision of basic public servicesrevenue sharing, cost sharing, and other aspects of the financial balance". Thenintroduces the financial security system has two basic components, respectively, thetax system and transfer payment system, finally introduces the theoretical basis of theequalization of basic public services in the financial guarantee.The second part of the Ningbo region’s data, for example, the supply of basicpublic services and their needs are introduced.At present, Ningbo has establishedpublic services between urban and rural areas, due to the impact of two elementsystem, caused the farmer needs constant upgrading, village-level organizations toprovide public services limited in scope, levels of financial management system,financial governance should be reasonable configuration, between urban and ruralbasic public service demand is still expanding etc..The third part is the assimilation of basic public services such asthe impact of thefinancial security by introduction. Public finance system and the equalization of basicpublic services support, this paper selects the public finance system in three aspectsare analyzed, respectively is: the tax system, transfer payment system, city countymanagement system.The fourth part is the various problems arising in this stage the implementation of fiscal security system introduced.As all levels of government powers and financialauthority, financial guarantee mechanism of asymmetric, public fiscal vulnerabilities,fiscal funds of inadequate investment in public services, the structure of thegovernment fiscal transfer payment existence deviation, legal system of financialtransfer payment to be perfect。The fifth part is based on the results of theoretical analysis and examples ofproven results, in order tothe basic public services such as assimilation can beachieved, the strategy and the recommendations put forward, so as to create favorableconditions for development of sound financial security system as well as theconscience of society.The sixth part is the conclusion and Prospect of the research. The papersummarized, shortcomings, the future research of this problem and put forward theprospects.
