Problems And Countermeasures Of Tobacco Monopoly Retail License Management

At present,China is the country that produces the most tobacco in the world,and China is also the country that uses the most tobacco.The state must vigorously supervise the tobacco industry,on the one hand,in order to increase government revenue,on the other hand,because smoking is harmful to health.At present,the state attaches great importance to the implementation of the supervision system for the tobacco industry.How to effectively supervise the tobacco industry so as to make it develop in an orderly way and thus improve the status of China's tobacco in the world has become a focus of attention.With the efforts of the society and the innovation of the administrative examination and approval system,the modern cigarette retail market is facing great challenges.The current management mode is not consistent with the development of social economy in terms of system,society and even practice.Therefore,the tobacco sector should establish a set of management mode to adapt to the development of modern social economy.This study takes Chongqing Tobacco Monopoly Bureau as the research object,analyzes the management of tobacco monopoly retail license in recent years in Chongqing,and tests the whole process of issuing tobacco monopoly retail license,including three steps of approval,issuance and supervision,in order to find out the shortcomings of its license management.Based on the relevant theories of administrative management,and from three aspects of administrative,social and economic benefits,a set of perfect evaluation mechanism is established to determine the target content to be improved.Then,the improvement countermeasures are put forward respectively.Finally,this paper expounds the safeguard measures that need to be strengthened and the policy suggestions of management optimization from several aspects,which provides a positive reference for the effective implementation of relevant management countermeasures.
