Research On The Innovation Of The Internal Monopoly Supervision Mechanism Of My Country's Tobacco Industry Under The New Situation

China's tobacco industry implements the management system of "unified leadership,vertical management and monopoly",and organizes the production and operation of tobacco monopoly products in a planned way to ensure the national financial revenue.In recent years,in the face of the pressure of increasing sales tasks,inadequate resource allocation,and increasing efforts to control and ban smoking,the management of tobacco enterprises has become more difficult.Some units and individuals in the industry are willing to seek short-term interests or personal interests at the expense of illegal operation,resulting in price turbulence,disorder and other problems in the cigarette market,which brings great pressure on the high-quality development of the industry.Meanwhile,the Also seriously damaged the image of the industry.To this end,in 2005,the State Tobacco Monopoly Bureau(hereinafter referred to as the State Bureau)clearly proposed that in order to firmly protect the state monopoly system from impact and ensure that the state finance and tax revenue are not affected,strengthening the internal monopoly management and supervision(hereinafter referred to as the internal management)is the unshakable "lifeline" of the industry and the essential requirement of upholding and maintaining the state tobacco monopoly system.Up to now,tobacco monopoly bureaus at all levels have implemented various regulatory functions under the unified leadership of the State Administration,and set up special departments to conduct normative supervision over the whole process of production and operation of enterprises in the industry in advance,during and after the event,which has achieved certain results in standardizing enterprise operation,maintaining the image of the industry and other aspects.The internal management mechanism of the industry has basically formed,but throughout the mechanism construction and actual operation There are still some deficiencies in the bank,which need to be improved.In this paper,the main contradictions and dilemmas of the internal management mechanism in the new situation,combined with the current outstanding problems,from the perspective of Public Management Research on regulatory mechanism innovation,in order to achieve the role of improving regulatory model and enhancing regulatory efficiency.The main research object of this paper is Chongqing,which is the contact unit of internal management mechanism construction,which is enough to support the research direction and content of this paper.Firstly,this paper describes the tobacco industry and its current situation from the macro level,puts forward the difficulties and innovations of this research;secondly,it explains and defines the concepts of monopoly system and internal monopoly supervision,expounds their internal relations and characteristics,and according to the research direction,selects public management theories such as market failure and government regulation to carry out the innovation mechanism Support;then investigate the operation status of the mechanism,clarify its internal structure and operation mechanism,analyze the outstanding problems exposed in the current supervision process in detail,explore its main contradictions and forms of expression;through the perspective of responsibility body,regulation system,supervision mode and evaluation,systematically analyze the lack of supervision mechanism Finally,from the perspective of public management,the paper studies the innovation measures of supervision mode,management mode and support guarantee,and puts forward to the competent departments of the government and industry managers to accelerate the market-oriented reform,break the circulation barriers and innovate the internal management mechanism It is suggested to resolve the main contradictions and disadvantages of the current mechanism,so as to better solve the problems of system closure and weak internal management.
