Along with our country market economy and opening degree of deepening,the progress of science and technology,all kinds of commodity circulation mess is becoming more and more rampant,more and more market managers feel the importance of purify the market environment,but also urgently need a big change from inside the market management team,improve their management level,to do "while the iron is hot still need their own hard.The research object of this paper is the tobacco monopoly bureau of SQ city.As a tobacco monopoly management unit established in the 1990s,SQ municipal tobacco monopoly bureau has made great contributions to maintaining the market order of tobacco products and safeguarding the interests of consumers.However,with the rapid development of network communication technology and the increasingly mature logistics industry,the production and sale of counterfeit and shoddy tobacco products and the reselling of tobacco products through illegal channels are like a duck to water,and the circulation market environment of domestic tobacco products is in urgent need of purification.The purpose of this paper is to propose relevant measures to improve the ability of the tobacco monopoly management team in SQ city under the current market situation,solve the existing problems in the improvement of the team's ability,and build a high-capacity and high-quality monopoly law enforcement team.In this paper,the concepts related to capacity improvement and the particularity of capacity improvement in the tobacco industry are first elaborated,and then the balanced scorecard(BSC)theory,target management method(MBO)theory and 360-degree evaluation feedback theory are compared and analyzed,and how these theories are applied to the countermeasures proposed in this paper.This paper objectively evaluated the current capacity improvement method and implementation of the tobacco monopoly management team in SQ city,and pointed out the four problems existing in it,and at the same time found out the problems in depth to find the factors causing these problems.The weak awareness of multi-dimensional ability improvement leads to a relatively single project with relatively small achievements.The unsound planning mechanism for capacity improvement leads to the lack of systematic planning for personnel capacity improvement,the lack of interconnected capacity improvement system,and the limited benefits obtained.The lack of technical support to build new capacity upgrading platforms leads to the outdated capacity upgrading platforms,and the input and output of capacity upgrading are not in direct proportion.At the same time,the solidification of personnel positions and the weakness of capacity improvement platform lead to the planarization of capacity improvement and the lack of three-dimensional feedback,which cannot reflect the effect of improving gain.In addition,this paper also makes a full study of the successful cases of tobacco monopoly administrations in other regions in China in terms of personnel capacity improvement and draws on advanced experience.Based on the research idea of "problem orientation" and combined with the theoretical basis and successful experience,this paper studies and puts forward four countermeasures.First,it is necessary to subdivide the three-level target capability improvement project to achieve wide coverage,large dimension and practical effect.The second is to use the talent tree to strengthen the ability of personnel to improve the system,so that it has long-term planning support;Third,it is necessary to develop new forms of capacity improvement methods,adhere to the development strategy of "going out and bringing in",and make good use of the technological benefits of mobile application technology;Fourth,strengthen the ability to improve three-dimensional and closed loop circulation,improve the ability of the project cost performance,to ensure that the ability to maximize the benefits of the promotion.The innovation of this paper lies in the original ability talent tree system,which organically combines the ability projects at all levels to ensure the integrity,systematicness and growth of personnel ability improvement.
