Research On The Innovation Of Tobacco Monopoly Supervision Mode In China

Tobacco is an important crop and plays an important role in China's agricultural production.At the same time,the development of tobacco industry will have a certain impact on the country's economic development.Tobacco monopoly regulatory mechanism for the cigarette market has an important role in standardization.At the economic level,on the one hand in the production sector to help the state as the main body of the tobacco manufacturers to achieve monopoly profits,on the other hand circulation can also be "stealth tax" to achieve government revenue,two-pronged expansion of the central government financial resources.Based on this background,this paper focuses on the exploration of the innovation model of the monopoly regulatory mechanism in the tobacco industry.It is hoped that this study will effectively and accurately grasp the healthy and effective operation and development of the tobacco industry,so as to be able to make some inferences through the study.In connection with the actual analysis.China's tobacco monopoly supervision work has been relatively mature,but there are still the following questions:(1)tobacco monopoly license management in the re-licensing,light management,(2)the supervision of the cigarette market is not enough,(3)First,ignore the internal management,(4)"national monopoly" evolved into a "local monopoly",these four issues need to conduct in-depth study,with reference to existing relevant policies to improve.The current problems in tobacco regulation in Luzhou are as follows:(1)Tobacco management in the monopoly license "re-grant,light supervision",(2)the supervision of the cigarette market is not enough,(3)Internal supervision,(4)"national monopoly" gradually evolved into "local monopoly." In order to ensure the healthy development of the tobacco industry,the need for tobacco monopoly supervision,and under a certain policy guidance under the relevant management and institutional constraints.Under the current circumstances,how to further improve the tobacco monopoly industry system to ensure the healthy development of the tobacco industry,how to expand the tobacco monopoly regulatory system to enhance the regulatory effect is currently urgent to solve the two issues.In view of the above problems,the author puts forward the following improvement measures:(1)to strengthen the follow-up supervision of tobacco monopoly retail license,(2)to strengthen the supervision of tobacco market operation,improve market cleanliness,(3)strict internal monopoly management supervision(6)the establishment of a new type of tobacco tax system,(5)to open up a multi-agent joint supervision of new channels,(6)the implementation of separation of government and enterprises,the transformation of government functions,through these six improvements to promote tobacco monopoly supervision Work more standardized and meticulous.
