Measurement And Cause Analysis Of Overcapacity In China’s High-tech Industry

High tech industry is an industry with the characteristics of high R&D intensity,which is the key industry to achieve transformation and upgrading in China.Nowadays,serious overcapacity is one of the most prominent problems restricting the transformation and upgrading of China,and high-tech industry is no exception.Therefore,it is of practical significance to analyze the situation of overcapacity in hightech industry,study the causes of overcapacity in high-tech industry,and then deal with the problem of overcapacity in high-tech industry.In addition,the academic research on overcapacity mainly focuses on industries,or various industrial sub industries classified by light and heavy industries.The research on overcapacity in high-tech industries is still weak.I hope that the research in this paper can be a supplement to the related research on industrial overcapacity.First of all,this paper selects the stochastic frontier model(SFA)to calculate the capacity utilization rate of high-tech industries in 29 provinces(cities)except Xinjiang and Tibet in 2000-2016.The calculation results show that,first,the capacity utilization rate of high-tech industries in China is gradually rising;second,the overcapacity in the Eastern and central regions is significantly better than that in the northeast and western regions Third,the difference in the utilization ratio of production capacity within each region is decreasing year by year.Then,this paper studies how the market and government affect the level of capacity utilization of high-tech industry in China,and finds that the market is likely to be the main cause of overcapacity of high-tech industry in China.Specifically,high-tech enterprises take price competition in order to maintain their position in the market and non-price competition has a significant impact on the level of capacity utilization;hightech products are easy to trigger new demand,and the level of capacity utilization presents a strong counter cyclical.The government’s influence on the utilization level of high-tech industry’s capacity is relatively weak.The government provides a good environment for the development of high-tech industry through industrial policies,but there is a risk of distortion in the process of implementation,so the improvement of high-tech industry’s overcapacity is limited,and the competitiveness of high-tech products in the international market is not strong,and the open trade policy does not have a significant impact Capacity utilization level of high-tech industry.In the central region,the influence of the government on the overcapacity of high-tech industry is stronger than that of the market.The possible reason is that the central region is greatly influenced by the Eastern market.Due to the gap between technology,management and other factors in the central region and the eastern region,the market share of high-tech products produced by them is easily restricted by the eastern region,which shows that market activities have no significant impact on the capacity utilization ratio.Therefore,the strong support of the government has become an important support for the local development of high-tech industries.Finally,according to the above conclusions,this paper puts forward the corresponding opinions and suggestions,hoping to help improve the overcapacity of high-tech industry.First,in the economic downturn,we should adhere to the development of high-tech industries and promote the agglomeration of high-tech industries.Second,strengthen the training of R&D personnel and R&D funds,and comprehensively improve the R&D level of high-tech industry.Third,the government should enhance the level of support for high-tech industries and actively carry out foreign trade.
