Research On The Construction Of Characteristic Towns Of He Cun Villages In Handan City

The report of the Nineteenth National Congress put forward the important strategy of rural revitalization.The construction of characteristic town is an important development direction under the background of rural revitalization in the new era.As an important starting point to promote supply-side structural reform and new urbanization,the construction of characteristic towns has achieved initial results.However,due to the limitations of rural economy and culture,as well as the lack of rural labor force and complex geographical environment,the construction of characteristic towns and the realization of rural revitalization face severe challenges.Therefore,it is an important measure for promoting rural construction to discover the problems in the process of building characteristic towns,find the causes of the problems and put forward the corresponding solutions.In this paper,Hecun town is taken as the research scale,based on the theories of rural revitalization,characteristic town,new urbanization and sustainable development,this paper makes an in-depth study on the construction of Hecun town by means of questionnaire,field investigation and empirical analysis.Through the analysis of the status of Hecun town,the following conclusions are drawn: First of all,although remarkable achievements have been made in the construction of characteristic towns,there are still some problems.It mainly includes the following aspects: the construction plan is not perfect,and the infrastructure construction is weak;The effective participation of market entities has not been realized;Construction fund is short,and financing channel is not wide enough;The lack of labor force,population outflow and lack of professional and technical personnel;In terms of traditional culture,the rural cultural characteristics are not fully explored,and the culture and tourism are not effectively combined.Secondly,combining with the actual situation of villages and towns,the paper make the in-depth analysis of the causes,which is mainly due to the lack of scientific and accurate guidance and the inadequacy of the government’s existing planning measures.Unclear distribution of rights and responsibilities among subjects;Lack of adequate financing channels outside the government and lack of scientific management of existing funds;Lack of preferential policies to attract talents,personnel professional skills trainingmechanism is not sound;Insufficient exploitation of local traditional cultural resources;Lack of effective management mechanism and professional management personnel.Finally,aiming at the existing problems in Hecun town and the causes of the problems,the author puts forward the corresponding solutions,which mainly include: making effective construction plans;Clarifying the responsibility of each market entity;Improve the mechanism of fund raising and management,and strengthen the construction of human resources;Make full use of the cultural base.Through investigation,research and analysis,certain research results have been obtained,which provide a certain theoretical basis for the construction of Hecun characteristic town with reasonable planning,ecological civilization and strong cultural atmosphere,and have certain guiding significance.
