As the basic assets of rural families,the homestead is a unique product of Chinese villages.It provides the most basic housing security for the rural population.It also has basic security functions such as pension and employment.It is an important carrier of rural construction and development and a huge villager.wealth.With the development of social economy,industrial modernization and non-agricultural construction continue to advance,and the degree of differentiation of the peasant class,which is based on occupational transfer,geographical transfer,and identity change,continues to increase,and the value attribute of homesteads has gradually emerged.In order to improve the living environment and conditions,a large number of rural people gradually moved away from rural agricultural production labor,but their household registrations did not move with it,so they were included in the key content of urbanization.The democratization of the population is both a process and a result.The democratization of the transferred population is a complex and comprehensive process,which is affected by the dual effects of livelihood assets and rural housing sites.The sustainable farmer's livelihood framework developed by the British International Development Agency(DFID)mainly covers five parts: human assets,natural assets,physical assets,financial assets,and social assets.The livelihood assets of the agricultural population are generally measured from these five aspects.Under the dual role of assets and institutions,the proportion of each part of assets is constantly diversified,and the number of the most core assets will determine the type of strategic choice for the transfer of population.Therefore,the analysis of the livelihood assets of the transferred population and the study of the impact of the transfer of homesteads of the transferred population on the construction of citizenization have important practical significance for promoting urban construction and urban-rural development.This article takes the agricultural transfer population as the research object,and explores the impact of homestead transfer on its citizenization construction.First of all,the literature research method is used to summarize domestic and foreign literatures,drawing on advanced research results at home and abroad,to define the concepts of livelihood asset heterogeneity,homestead transfer,agricultural transfer population citizenization,and relevant theories involved.Comb.Secondly,on the basis of labor migration,land development rights transfer,and sustainable livelihood theory,the current status of homestead transfer is analyzed.Based on the five parts of human resources,natural,material,financial and social assets in the livelihood assets framework,a livelihood assets index system for agricultural transfer population is constructed.On this basis,it can be concluded that there is a phenomenon of semi-citizenization and semi-exit of homestead transfer in the transfer of rural homesteads with transfer of population,the subject 's willingness and decision-making level are suppressed,the security after the transfer is unclear,the traditional concepts are more heavily affected,and homestead transfer in various places There are issues such as large differences.Third,on the basis of the livelihood assets framework,with the help of the measurement indicators of various assets,some indicators will be used as factors that may affect the transfer of people to settle in cities and towns.Combining the content of homestead transfer,the impact of homestead transfer on the urbanization of the transferred population is divided into four parts: basic characteristics of transfer population,transfer base,transfer cognition,and transfer mode tendency.Three cities,Jinan,Zibo,and Weifang in Shandong Province are selected.A relatively representative city is the main research area.Based on the field survey data,a logistic regression model is constructed to analyze the impact of the transfer of housing sites on the urbanization of the agricultural transfer population.Finally,based on the descriptive statistical analysis of the transfer of homestead transfer and citizenization willingness survey,combined with the development status of the study area,a systematic analysis of the regression results of the model is made,and countermeasures and suggestions for optimizing the transfer of homestead during the citizenization of agricultural transfer population are proposed.Due to the different structures and proportions of the livelihood assets of the transferred population,the differentiation of the functional characteristics of homesteads and the enhancement of rural production factors have injected new kinetic energy into the transfer of homesteads for the transfer of population,so they are affected by many factors in the process of citizenization.The study found that the age of the transferred population,the location of the village,the transfer of the homestead in the form of sale,and the transfer of the homestead in the form of mortgage have a negative effect on the urbanization of the agricultural transfer population;education level,annual household income,foreign The number of settlers,the number of homesteads owned by families,whether homesteads can be transferred,whether they are willing to transfer the right to use homesteads,the transfer of homesteads in the form of leases,and the transfer of homesteads in the form of shares have a positive effect on the urbanization of the transferred population.At the same time,based on the specific impact of homestead transfer on the urbanization of the transferred population,the article proposes the following countermeasures to optimize the transfer of homestead in the urbanization of the agricultural transfer population: based on the basic characteristics of the transfer population to build a differentiated homestead transfer path;based on the transfer basis and recognition Knowing to improve the carrying capacity of the transferred population as a citizen;based on the method of transfer,tending to improve the connection channel between the transfer of the homestead of the transferred population and citizenization;and improving the construction of citizenization that focuses on different livelihood assets.And put forward specific measures and suggestions,in order to make the transfer path of the right to use the homestead of the agricultural transfer population more reasonable,and provide policy reference for the transfer of the right to use the homestead in the process of urbanization of the agricultural transfer population.
