Citizenization of floating population needs massive funds which bring great fiscal pressure to cities of population inflow.Based on the panel data of 28 core cities from 2007 to 2016,the paper first calculates the per capita citizenization cost and citizenization income,and finds that the average per capita citizenization cost of 28 core cities is always higher than the average per capita citizenization income,and the difference between citizenization cost and income tends to further expand.Then the paper investigates the effects of the citizenization of floating population on fiscal pressure.The results show that there is a linear relationship between citizenization rate and urban fiscal pressure.Urban fiscal pressure increases as the citizenization rate increases.Further analysis finds that the impact of citizenization of floating population on urban fiscal pressure is heterogeneous.For different cities,the higher the citizenization cost per capita,the stronger the impact of citizenization rate on urban fiscal pressure;the higher the citizenization income per capita,the weaker the impact of citizenization rate on urban fiscal pressure.In order to relieve the urban fiscal pressure of citizenization of floating population,we should accelerate the reform of the fiscal system and rationally divide the fiscal expenditure responsibility of citizenization of floating population.On the other hand,we should optimize the taxation system so that the ability of city government to raise income can match the fiscal expenditure of citizenization of floating population.At the same time,fiscal special transfer payment system for citizenization of floating population should be established to provide sufficient financial support for the local government to promote the citizenization of floating population process.
