Improving institutional mechanisms about the integration of urban and rural development is an important way to solve the problem about “Sannong” and to break the urban-rural dual structure.Since the 18 th National Congress,the new-type urbanization proposed to "build a scientific and rational urban development pattern and large,medium and small cities or small towns should be scientific layout and coordinated development.the central government stressed the need to enhance the medium and small cities and small towns to absorb employment,industrial development,population agglomeration,public services and other functions.The core of the development of urbanization is human's urbanization,propelling process of the urbanization is the transform process from the farmer to the citizen.Solving the problem of the transfer of the agricultural population settled in the town has become a practical problem and urgent strategic task of China's modernization construction and the coordinated development of urban and rural areas.Based on the background of the development of China's new urbanization,this paper focuses the transferred agricultural populations in small towns settled intention,taking transferred agricultural populations' get into the city to obtain urban registered residence as an object,choosing the small town as the research area,applying qualitative and quantitative analysis,combining the positive and normative method to explore the behavior intention of agricultural workers in small towns and to analyze the impact from individual family,family characteristics,social security characteristics,psychological cognition characteristics and other factors of the agricultural transfer population at the present stage,This paper used the Binary Logistic Model to analyze the key factors impacting the transferred agricultural population' small city settlement willingness from some small cities in Zhejiang province.The results showed that transferred agricultural population of gender,marital status,skills,the number of children,the traffic convenience from home to the center of the town,the number of residential home,urban workers pension insurance,medical insurance for urban workers,the new rural cooperative medical system,yearning for urban life and settle difficulty level had significant effects on transferred agricultural populations' small town settlement willingness.And basis on the research findings,the paper gave the countermeasures on promoting the transfer of rural population to small towns so as to provide reference for the government to formulate relevant policies.The first is to speed up the construction and perfection of small towns infrastructure and public services,which have important effction with urban and rural comprehensive service;the second is to establish and perfect the social security system of small towns,the gradual elimination of the urban and rural household behind the difference of social welfare;The third is to improve the training mechanism and increase transferred agricultural populations' working skills;The fourth is to focus on transferred agricultural populations' psychological dynamic,promote the comprehensive quality of transferred agricultural populations;The fifth is to reasonably solve the problem of transferred agricultural populations accounts to increase the intensity of the implementation of the government,in order to provide operational recommendations for the government to develop small cities and towns in the agricultural sectors of the transferred agricultural populations of public policies,thus promoting the new urbanization development.
