Realizing the transfer of the rural population to urban population is one of the important strategic initiatives to comprehensively implement the scientific concept of development, to promote urbanization and industrialization, to achieve scientific and leapfrog development. The core and key point of people-oriented urbanization is the citizenization of the rural migrant population. It is thus necessary to take this issue into serious consideration for the establishment of a harmonious and well-off society and for the advance of new urbanization development, and to use the scientific concept of development to consider policy issues of citizenization. Then according to the different levels of economic development and urbanization, as well as the specific problems in different types of rural migrant population during the process of citizenization, appropriate and sustainable policies should be proposed and implemented. After being transferred to citizens, employment is the most important issue for the rural migrant population to really integrate into town life, so the re-employment of them becomes a major issue for rapid urbanization regions.During urbanization development process, governments at all levels not only develop relevant policies on the promotion of employment and provide more jobs and employment opportunities for transferring population, the government functional departments also provide funding for supporting employment, distribute reasonable economic subsidies, try to expand the scope of employment services, and put vocational skill training into the area of law and so on. However, due to the different levels of economic development and urbanization over the country, there are still some specific problems in practice. This paper, taking Jie Shi town as a case, analyzes the existing employment situation, and discusses some major problems in the process of citizenization including imperfect relevant laws and regulations, lagging concepts, the failure of cultural quality’s adaption to the requirement of modern posts, the faultiness of government functional departments’ ancillary services and imperfect social security. Based on the actual situation of this town, the paper raises measures to speed up employment in order to promote new urbanization and citizenization of rural transferring peasants in Jie Shi town.
