Research On Operational Performance Of Overseas Industrial Parks In China

Over the past 20 years,the rapid development of overseas industrial parks has ushered in new opportunities,especially under the “Belt and Road” initiative.So far,China has set up 118 industrial parks abroad,of which 82 are located in countries along the “Belt and Road”.Overseas industrial parks have become an important platform for international capacity cooperation.However,not many existing parks have realized sustainable management.There are many challenges and problems in the operation of overseas industrial parks,and the discussion of the sustainable development path of overseas industrial parks is also a cutting-edge topic of research on overseas industrial parks.This paper starts with the operation of overseas industrial parks,sorts out the main operating models of overseas industrial parks in China,and attempts to establish an evaluation index system for the operation performance of overseas industrial parks.Through comparative research on operational performance,we analyzes the problems in the operation of overseas industrial parks and propose suggestions for sustainable operation and development of overseas industrial parks in China.In the summary of the operation mode of overseas industrial parks,this paper,from a more systematic and comprehensive perspective,divides the operation modes of overseas industrial parks into three modes: enterprise independent operation,enterprise joint operation,and government-enterprise cooperation operation.After analyzing the characteristics of each model,it was found that in addition to what can be learned from the operation of overseas industrial parks under each model,there are also different problems that need to be improved.In order to better evaluate the operating performance of overseas industrial parks,this paper uses the 4E principles commonly used in public sector performance evaluation to improve on the original basis,from four aspects: economic,efficiency,efficiency and sustainable development.Dimensions are used as the criteria for evaluating the operation performance of the park,and 17 indicators reflecting the economic,social and environmental benefits of the operation of overseas industrial parks are extracted from the literature.In the comparative study of operating performance,the DEA data envelopment method was introduced to obtain the operating performance scores of overseas industrial parks under different models.It analyzes the problems existing in the operation of overseas industrial parks in China,and proposes specific suggestions and countermeasures to further optimize the operation of overseas industrial parks,helping overseas industrial parks achieve sustainable development better and faster.From a comparative study of operating performance,we find that the operation of overseas industrial parks in China generally has common problems such as incomplete host country policy systems,poor investment environment,poor infrastructure facilities,difficult financing,and cultural conflicts.The seriousness of the problems faced by each operating model is different.Under the company's autonomous operating model,the park must constantly explore for itself to face various challenges and difficulties abroad,especially the major business decisions of the park that involve the local government have been affected.Under joint operation of the enterprise,compared with the park operated by a single enterprise,the leading enterprises in the park can solve the problems in a group,and join the local enterprise to integrate into the market faster,but still face difficulties in financing.Under the joint operation model of government and enterprise,the government participates in the park operation which can alleviate the difficulties in the communication of the park's policies,but the park may still have many differences and conflicts with the host government in terms of business philosophy,which requires a long running-in time.In view of the above issues,this article believes that the park should establish and implement a more effective intergovernmental consultation mechanism,improve the operation and service system,and focus on integrating with the local culture based on its own development characteristics;and the enterprise should enhance international competitiveness and make the brand bigger and longer based on long-term development and planning,while only focusing on corporate profits.The government also has a lot of work that needs to be continuously improved.As the top designer and guide for the development of overseas industrial parks,the government must do a good job in the overall planning of the park,strengthen the dialogue mechanism for cooperation between countries,and improve the system support for enterprises to "go to sea",protecting the sustainable operation of the overseas industrial parks.
