Ways,from the aspects of theory research for a long time,theory of human resource management focuses on the academic research and lack of organizational behavior and psychology of employees,especially the human resource system in practice to research and demonstrate the relation between various modules,especially for the technical post grades of staff in the process of professional development promoted the construction of research and development of the system.For HL company practice instance,we know that want to develop in the direction of the Internet is traditional enterprises,must attach great importance to the knowledge,practical and innovative talents,the attraction,training,promotion and retention,however,the actual development process,because of the traditional enterprise human resources management system is not sound,enterprise itself has not been set up talent development system,and no other beneficial system support,especially did not get the job qualification standard system as a supporting the promotion and development of the technical staff,at the present stage our country the promotion and development of technology talents in traditional enterprises still exist no standards,no system restrict the development of the problem.In order to theoretically establish the relationship between technical staff qualification standards and professional promotion and development of technical staff,and to refer to this relationship in the practice of HL company is development,design HL company is specific technical post qualification standards and HL company is technical staff promotion and development system.In this paper,literature research method,practical examples,post analysis method,inductive deduction method and other methods are used to establish the promotion and development system of HL technical staff?Under the guidance of many theories,this paper sorts out the categories and departments of technical posts,and designs different qualification standards for professional posts and management posts in HL company based on the framework and specific requirements of basic conditions,professional competence and quality.This paper designs the strong safeguard measures for the technical personnel in the three systems of dual channel development,qualification guarantee and performance management.Propose solutions to the problems existing in HL qualification standards and professional promotion management;Sorting out and classifying job grades toestablish a clear dual path for career development;At the same time,according to the framework of qualification standards design,the promotion and development process of professional posts and management posts in HL company was redesigned and planned,and a system of promotion and development design,implementation,management and evaluation of qualification standards was established.Based on the research on the qualification standards of technical posts and the promotion and development system of technical personnel,the guarantee measures of professional promotion management should be established,including the optimization of promotion process,the establishment of employee performance management,the establishment of performance information management and the improvement of salary incentive system.The research shows that the guidance of enterprises is the main indicator of the personal development of employees,and the establishment of a sound career development channel for technical personnel is the basic guarantee for the realization of personal goals.Enterprises should combine the actual situation of the society with the basic demands of employees,and divide posts into specific positions,so as to determine clear,multiple and interoperable career development channels for different types of personnel.Only in this way can different kinds of employees choose their most suitable positions and positions,and implement corresponding remuneration according to the degree of contribution of employees,so as to achieve the parallel function and position level,motivate employees to get full development on the career path,and achieve the win-win goal of enterprises and individuals.
