Housing consumption market in recent years,under the gradual increase of commodity house prices are rising,housing consumption and residents' actual income imbalance as an important problem of the people's livelihood,the government promote the building of affordable housing in our country,but there is a huge gap of affordable housing construction in China at present stage,its development funds mainly relying on government investment over the years,the huge demand for capital increases the government financial pressure,funding gap become the biggest obstacle to affordable housing construction the construction pattern of government-led package already can not adapt to the current situation,positive cooperation between the Public and Private sectors will be Public Private Partnership(PPP)model is introduced into affordable housing areas,can make full use of market competition mechanism to make up for the inadequacy of ability of administration,to fill the funding gap of affordable housing,however,the PPP model involved more difficult to coordinate,the number of participants of a series of risk factors,so the PPP financing model to conduct a comprehensive system of research of risk management is the key to the success of the model in the construction of affordable housing.This paper first introduces the concept and classification of affordable housing,expounds the basic theory of affordable housing for affordable housing financing,puts forward PPP mode REITs and other financing modes,and analyzes the characteristics and applicability of both,and constructs the corresponding financing mode operation mechanism.In addition,for the identification and classification of risk factors in PPP financing mode of affordable housing,the risk checklist method and RBS method are adopted.The fuzzy comprehensive evaluation method is used to quantify the risk factors,and corresponding measures are taken to deal with different risk factors,and the correlation of risk factors is analyzed,and the correlation results between different factors are obtained.Finally,this paper takes weifang housing PPP project as a case,aiming at the possible risk factors in the case,share the response analysis in risk assessment,the corresponding scientific conclusions in this paper,the affordable housing PPP project participants risk management provides a theoretical support and reference,the application of affordable housing PPP project financing model has certain theoretical guidance and practical significance.
