The three northeastern provinces are located in the geographical center of Northeast Asia.They have been in the forefront of China's provinces in terms of their unique geographical and resource advantages for many years.Since China entered the "12th Five Year Plan" period,the economic situation of the three northeastern provinces has gradually begun to show a declining trend,the growth rate has declined,and even negative growth has occurred.Facing the severe situation,one of the most effective ways is to improve the industrial structure of the three northeastern provinces,and inject new power into the three northeastern provinces by developing new industries.Infrastructure investment can affect the upgrading of industrial structure,and the impact of different types of infrastructure investment is also different.The three northeastern provinces should influence the upgrading of industrial structure through reasonable infrastructure investment,and finally achieve the goal of revitalizing the economy.First of all,this paper analyzes the historical changes of the industrial structure of the three northeastern provinces.It is concluded that since the reform and opening up,the fluctuation of the proportion of the first,second and third industries in the three northeastern provinces is more obvious.The growth rate of the third industry is the fastest,followed by the second industry,and the first industry is the slowest.The proportion of industries has changed from the first "two,one,three" model to the "three,two,one" model.Secondly,it analyzes the historical changes of the comparative advantages of the three northeastern provinces,selects the RCA index as the calculation index,and calculates the RCA index of 36 kinds of industries during the 11th Five Year Plan and the 12th Five Year Plan.By analyzing the influence of the historical changes of industrial comparative advantage on the industrial structure,it is concluded that there are 14 industries with comparative advantage in the three northeastern provinces.Finally,two econometric models are established to study the impact of infrastructure investment on industrial comparative advantage and the impact of infrastructure investment on industrial structure upgrading.The results of the impact of infrastructure investment on the comparative advantage of the industry show that the transport infrastructure can promote the comparative advantage of emerging industries.Communication infrastructure can promote the comparative advantages of new industries and traditional industries,but it is not obvious.Electric power infrastructure plays an important role in promoting the comparative advantages of new industries and traditional industries.The results of the impact of infrastructure investment on the upgrading of industrial structure show that between emerging industries and traditional industries,transportation infrastructure promotes the development of industrial structure in the direction of emerging industries.Communication infrastructure and power infrastructure have an impact on both emerging industries and traditional industries,but the effect of power infrastructure is greater than that of communication infrastructure.B etween the first,second and third industries,the influence direction of transportation infrastructure and communication infrastructure on the upgrading of industrial structure is the second and third industries,and the influence effect of transportation infrastructure is greater than that of communication infrastructure.The influence of electric power infrastructure on industrial structure is the first and second industries,and the influence effect of the second industry is greater than that of the first industry.
