Research On Risk Influencing Factors Of PPP Project In Special Small Town Based On ISM

With the rapid development of China's economy,the country's requirements for the construction of urbanization are increasingly extensive.As the construction of integrated towns and cities builds Bridges,the successful construction of characteristic towns is conducive to the support of national policies.While studying the development experience of characteristic town,it is found that PPP,as a new financing mode,has great advantages in the construction of characteristic town.PPP projects can integrate the funds of government departments and private enterprises.With advanced management and operation methods and experience,the construction of characteristic town projects can not only relieve the pressure of government funds,but also improve the efficiency and quality of infrastructure construction.Due to the long period,large investment and high complexity of the project,the risk management in the project construction process is particularly important.Only by accurately identifying,classifying,controlling and sharing risk factors in the process of project construction can the losses caused by project risks be reduced,and the construction of PPP featured town projects be standardized and promoted,so as to promote the healthy development of projects.This paper takes the risk influencing factors in the construction process of PPP projects in characteristic towns as the research object,takes the risk assessment model constructed by ISM method as the research basis,and combines empirical research to analyze the risk management countermeasures of this project.The article is consisted into six parts.Firstly,the background and significance of the research on the risk impact of PPP projects in the construction of characteristic towns are expounded.Relevant literatures and materials at home and abroad are collected to summarize the research contents and methods of the risk impact factors of PPP projects in characteristic towns,and then the innovation of this paper is put forward.Secondly,relevant theories of PPP project risk in characteristic towns are studied,including the concept and classification of PPP project in characteristic towns,relevant characteristics and management methods of influencing factors of PPP project risk.Based on several research examples,this paper qualitatively analyzes the risks of PPP projects in characteristic towns,classifies and classifies the risks according to the main characteristics of project risks,and finally evaluates and analyzes project risks from six aspects: politics,society,market,development,economy and natural environment.This paper innovatively studies the risk influencing factors and their correlation of PPP projects in characteristic towns,finally establishes 22 risk influencing factors,establishes a risk evaluation index system of PPP projects in characteristic towns through ISM method,lists the correlation among various influencing factors,and analyzes the effect level of each influencing factor on risk formation.Then,the above evaluation model is applied to the PPP project of a creative town in S city,and the risk influencing factors of the project are collected and sorted out.The risk influencing degree of the project is obtained through the established evaluation system and model,and the project risk planning scheme is analyzed.Finally,from the aspects of politics,society,market,development,economy and natural environment,this paper puts forward some Suggestions on risk management of PPP projects in characteristic towns.
