In recent years,bike-sharing is growing fast, this innovative mode of transportation has become a new choice for short distance transportation in cities. While facilitating public travel,bike-sharing it also brings new thinking and challenges to urban traffic and environmental governance.Behind the rapid development of bike-sharing,its problems and contradictions have gradually emerged. The following problems, such as random parking of shared bikes, untimely operation and maintenance of the vehicles, wanton destruction of the vehicles, lack of supervision on the deposit and lagging government regulation, have aroused widespread concern in the society.Based on the theory of collaborative governance, this paper analyzes the current situation of the development of bike-sharing in Nanjing and the existing governance problems, and finds that to get out of the governance dilemma of bike-sharing,it is necessary to build a new collaborative governance model in which the government, enterprises and the public participate together. The government should play a leading role, improve the supervision mechanism and encourage the public to participate actively, and give full play to the characteristics and advantages of the subject.Enterprises should strengthen their own construction and constantly improve their service level. While promoting product optimization and maintenance, they should actively cooperate with the government to guide the public to regulate the use of cars. The public should take the initiative to participate, enhance the sense of self-discipline,and actively reflect their demands while strengthening self-restraint.By using big data, build a collaborative governance communication platform, realize shared governance, improve the efficiency of collaborative governance, and finally promote the healthy and orderly development of shared bikes in Nanjing.
