Research On Problems And Development Strategies Of Bike-sharing In Beijing From Multiple Perspectives

Over the years,with the sustained and rapid development of economy,the number and density of Beijing city population is increasing,and the amount of vehicle is rising.Because of the cultural heritages protection and the complex city traffic network,severe traffic congestion issues arising;In addition,industrial waste gas,automobile exhaust and other environmental pollutions are serious problems for the normal life of the people.In response to these problems,Beijing has taken measures to develop rail transit construction,limit the number of cars and use electricity instead of coal,etc.In 2007,Beijing government began to try to run a public bicycle system,in order to make the transportation more convenient,and improve environmental quality.In 2016,bike-sharing have sprung up and replaced the original public bicycle system.On the basis of the public management theory of quasi public goods,public participation,and public service marketization,I used literature collection method,field investigation method and comparative analysis method to explore the status of bike-sharing operation in Beijing.The problems such as unreasonable resource arrangement,disturbing public order and riding safety hazard are revealed.Based on this,this paper starts from the multiple perspectives of government,enterprise and public,analyzes its deep reasons,and draws lessons from the successful experiences and problems of the original public bicycle system,then puts forward the relevant countermeasures of bike-sharing in Beijing:First,the government should take the initiative as to provide policy support and institutional guarantee.It should also make reasonable plans and strengthen its supervision;Second,if the enterprises want to flourish,they should improve their management system,make most of science and technology and develop their profit models;Third,the public should improve their own quality,and take active part in the management.
