| Global climate change seriously endangers the sustainable development of human beings,which has attracted the attention of all countries in the world.China,as the country with the largest fossil energy consumption and carbon dioxide emissions,is facing serious challenges in terms of resources and environment.How to improve the level of green development has become the main problem that countries all over the world pay close attention to and study.China regards green development as a new development concept,and proposes to realize green development through industrial restructuring,so as to achieve the grand goal of building a beautiful China.In order to investigate the relationship between industrial structure adjustment and green development efficiency,this paper constructs a green development efficiency model based on industrial structure adjustment,and empirically studies the provincial data of China from 1999 to 2016.The innovative work of this paper is as follows:Firstly,this paper uses perfect indicators of industrial structure rationalizations and advancements to measure the degree of industrial structure adjustment.It not only considers the internal relations of industry from the static point of view,but also considers the inter industry relations from the dynamic point of view,which makes up the limitation of single dimension index to measure the adjustment of industrial structure.The results show that the trend of rationalization and upgrading of industrial structure in 1999-2016 is quite different,most provinces are on the rise,the other provinces are Ushaped or inverted U-shaped;Secondly,this paper uses super-efficiency slacks-based measure model with undesirable outputs to evaluate green development efficiency.According to the actual definition of green development,using super efficiency SBM model with undesirable outputs model,not only effectively deal with the unexpected output,input-output non year-on-year changes,but also solve the problem of sorting when the efficiency value is 1.The results show that there are also three trends in the change of inter provincial green development efficiency from 1999 to 2016,with an overall upward trend and a few provinces showing a downward or U-shaped trend.Thirdly,this paper constructs a green development efficiency model based on industrial structure adjustment,and empirically explores the relationship between industrial structure adjustment and green development efficiency.Based on the symbiotic perspective of economic development and environmental protection,this paper constructs a panel data regression model of the impact of industrial restructuring on green development efficiency.The empirical results show that both rationalization and advancements of industrial structure promote the efficiency of green development,and the role of industrial structure advancements is stronger than that of industrial structure rationalization. |
