China’s economy has been growing rapidly since Economic Reform and Opening up,but it has been accompanied by deteriorating ecological environment gradually.Establishing and improving the economic system of green and low-carbon circular development" is an important deployment made by CPC,which is proposed to be good for changing from the pursuit of economic growth to the quality of economic development.As a result,it can lead to achieve the goals of " peak carbon dioxide emissions " and "carbon neutrality" as early as possible.At present,there are many indicators measuring the development of green and low-carbon cycles,especially carbon emission efficiency – which takes into account economic development and carbon dioxide emissions,better representing the degree of energy conservation and emission reduction.Green technology innovation targets at economic development and environmental protection,decreasing carbon emission intensity,changing economic efficiency,thus improving carbon emission efficiency and achieving high-quality development.Green technology innovation can directly cause an impact on carbon emission efficiency.Besides,it can also promote green and low-carbon transformation by upgrading the industrial sector through other mechanisms to indirectly improve carbon emission efficiency.Based on the mechanisms of green technology innovation on carbon emission efficiency,this paper will use spatial econometrics models to study through the mechanisms of mediation and interaction,in order to provide theoretical and empirical support for the relationship between green technology innovation and high-quality development.The research ideas are: the super-efficient SBM model with undesirable outputs under variable scale remuneration conditions is used to evaluate the carbon emission efficiency of 30 administrative districts in China between 2000 and 2019,then explores the spatial spillover of green technology innovation on carbon emission efficiency,and finally,this research introduces the three mediator variables-industrial structure upgrading,circular agriculture developing and transportation substituting,the interaction variables-incentive,command,public participation environmental regulation and green technology innovation are adapted.The conclusions of the whole paper are as follows: first of all,carbon emission efficiency results calculated in this paper show that carbon emission efficiency of each province are increasing year by year,and the value of carbon emission efficiency more than 1 are Beijing,Shanghai,Zhejiang and Guangdong.In other regions,only Fujian and Jiangsu provinces are constantly approaching the production frontier,other regions are far from the production frontier,the value carbon emission efficiency is extremely low,the reasons are maybe most of these areas are backward economic areas,resulting from the lack of related technology promotion,carbon emission strict regulation.The average value of carbon emission efficiency in each province finds that the characteristics of carbon emission efficiency are: the value of carbon emission efficiency is higher in the south than that in the north and higher in eastern China than that in western.Secondly,this paper constructs the spatial Durbin model to demonstrate the spatial distribution characteristics of carbon emission efficiency in every province.To measure green technology innovation in every region,this research uses the logarithm of green invention patent applications.and the overall effect and spillover effect of green technology innovation on carbon emission efficiency are examined.To test the spatial autocorrelation of carbon emission efficiency and green technology innovation,this research uses the Moran Index,it is concluded that carbon emission efficiency both have the characteristics of spatial agglomeration and significant autocorrelation.Besides,this research decomposes the total effect of green technology innovation on carbon emission efficiency through the Spatial Durbin Model,and it is found that green technology innovation makes a positive effect on promoting local carbon emission efficiency,and the spillover effect is also significant.The multiple mediation effect model is further used to analyze the transmission mechanism of green technology innovation on carbon emission efficiency through three mediator variablesindustrial structure upgrading,circular agriculture developing and transportation substituting.The research shows that green technology innovation has promoted the upgrading of industrial structure,circular agriculture and transportation substitution.Industrial structure upgrading and transportation substituting both play a same part in promoting carbon emission efficiency,and the development of circular agriculture has a negative effect on carbon emission efficiency.The proportion of the three mediation variables that accounts for the overall effects are: industrial structure upgrading> circular agriculture developing> transportation substituting.Compared with industrial structure upgrading and transportation substituting,the mediation effects that circular agricultural developing has are obviously different,but transportation substituting and industrial structure upgrading both have the same mediation effects.The interactive variables between incentive,command and public participation environmental regulation and green technology innovation are introduced,and the results show that various types of environmental regulations and green technology innovation have different functions: with incentive environmental regulation enhancing,it plays a negative marginal role between local green technology innovation and carbon emission efficiency,but not effective in surrounding areas;the direct effect and spillover effect of the interaction between green technology innovation and command-type environmental regulation are not significant;and the public participation type generates a negative effect between green technology innovation and carbon emission efficiency in neighboring areas,but it does not have any effect in local areas.Finally,there are many actions that can be taken: strengthening inter-regional collaborative governance;realizing inter-regional technical cooperation and sharing,and enhancing independent research and development capabilities;with the support of government and the effort of enterprises,high-tech talents could be better cultivated,leading to high-tech industries develop faster;vigorously promoting green technology in agriculture and developing circular agriculture according to local conditions;improving the level of transportation energy efficiency,promoting intelligent integration technology,and strengthening international cooperation in the field of transportation;rationally using environmental regulatory instruments to form a diversified governance system with the participation of the whole society.
