Research On The Impact Of Emergency Industrial Agglomeration And Emergency Financial Expenditure On Economic Growth

With the continuous improvement of productivity and further advancement of social transformation,all kinds of emergencies have entered the peak period,resulting in huge losses to the national economy,and the public safety awareness and demand for defending emergency have also increased.In order to cope with frequent emergencies and ensure the smooth economic performance,China has adopted the opinions on accelerating the development of the emergency industry,promoting the industrial agglomeration and development,and increasing the emergency fiscal expenditure.Based on the related industrial agglomeration theory and economic growth theory,this article analyzed the impact of emergency industrial agglomeration on economic growth from three aspects: division of labor and collaboration,technology spillover effects,and economies of scale.Also,it analyzed the impact of emergency fiscal expenditure on economic growth from three aspects: social demand,capital supply,and technological progress.Then,by analyzing the status quo of the agglomeration of the development of China's emergency industry,and measuring the agglomeration degree of the emergency industry,it is found that China's emergency industry agglomeration is relatively dispersed,presenting the situation of development all over the country,and no obvious agglomeration phenomenon has been formed.Different provinces have their own welldeveloped emergency industries with different characteristics.Then,this paper selected the location entropy and financial expenditure of emergency industries as explanatory variables,human resources input,capital input and foreign trade as control variables,and GDP per capita as explained variables,researching the panel data of 29 provinces from 2008 to 2017.The results show that China's emergency industrial agglomeration and emergency fiscal expenditure have a significant positive driving effect on economic growth.The higher the level of agglomeration,the stronger the promoting effect.On the whole,the degree of China's current emergency industry concentration is not high,so emergency fiscal expenditure has a greater impact on economic growth.Finally,the policy suggestions proposed to promote the healthy development of China's emergency industry are as follow: increase the concentration of emergency industries and build characteristic industrial park;expand the scale of emergency fiscal expenditures and optimize the structure of capital expenditures;enhance the innovation capacity of scientific and technological talents and strengthen international exchanges and cooperation.
