Since the science and technology reports record research process in detail,they are valuable to researchers.In addition,these reports are academic assets of research institutions,and important strategic information resource of the nation.Contrary to those published publications,the reports cannot be deployed through market-oriented mechanisms.So far,the government guarantees their submission,preservation,and sharing by administrative policies and regulations.The management system in China consists of three hierarchies: the nation,the provinces/departments,and research institutions.Since 2014,many regions have introduced their own management guidance,and carried out relevant work.However,it is found that the management of local science and technology reports is facing practical difficulties in terms of human resource,finance,technical support,as well as the challenges of utilization and long-term preservation in digital era.While some domestic research has already focused on certain issues of the science and technology report,thus ignoring its life cycle process in which multiple entities need to collaborate on the basis of their respective responsibilities.The government controls sources of this kind of report,and plays a leading role in policy making.Besides,research institutions,enterprises and public service organizations can also play their part in its utilization.So,this management issue is not only the responsibility of local governments,but also the one that should be undertaken by all relevant stakeholders.This research is mainly based on collaborative governance theory and information life cycle theory.Causes of current problems in collaboration are analyzed on account of literature reviews and interviews,and suggestions are proposed at last.The introduction of the paper briefly describes the background and significance of the research,and makes an overview of domestic and foreign research from the perspective of the science and technology report management and public information management.The first chapter discusses the theoretical basis of the research.Firstly,based on the information life cycle theory,the characteristics and management objectives of different stages of the reports' life cycle are clarified.Secondly,based on the theory of collaborative governance,the main factors which affect the implementation of collaboration are summarized as collaboration objectives,collaboration rules,and collaboration motivation.Therefore,an analytical framework among multiple actors that runs through an entire process of collaborative governance is built.The second chapter analyzes the responsibilities of different actors in the management of the science and technology reports in province-level regions.These actors are local governments,project undertaking agencies and third-party institutions.The responsibilities of these actors are taken as the logical starting point for collaboration.Later,the collaborative governance status of local science and technology reports is summarized.The problems include the trouble in joint management among different departments in local regions,the uneven cooperation status of project undertaking agencies,and the lack of participation of third-party institutions.In the third chapter,taking Shanghai as a specific case,the problems are analyzed based on the responsibilities of different actors in this certain region.The problems include the lack of coordination among different sectors,the lack of human resource and platform in project undertaking agencies,and the insufficient technical support of third-party agencies.The fourth chapter points out the reasons that hinder the collaborative governance,which include the vague rules for collaboration;the unsuitable goals of collaboration,and the lack of guarantee mechanism.Specific suggestions are proposed for strengthening further collaboration in the fifth chapter,which include improving regulations and standards;setting utilization as the goal;strengthening evaluation and incentive mechanisms.Besides,the paper also argues the collaborative mechanism for preservation of these reports,in order to provide a basis for further utilization.
