| Nowadays, technical standard is no any longer technology cooperative rules and solution for repetitive and common problems. Its significance has more than technology itself, and becomes one of key elements which constitute competitive rules, core capability forces and innovative competence of enterprises, industries even countries in ICT (Information and Communications Technology). So, developed countries promulgate their standardization strategy one after another in order to get first -mover competitive advantages in globalization. With the rapid development of global standard environment, China, as developing countries, which strength in standardization has been greatly improved. More and more china standards appear have been made. However its whole backward status has not been changed for the lack of core intellectual property right (IPR) and R&D strength. Especially in standardization, there exist some mistake understand about the relationship between standard, technology and IPR for the lack of theory on standardization in term of Chinese ICT industrial, Which maybe limits the development of Chinese standardization.The dissertation mainly examines ICT strategies and policy of technical innovation, IPR, standard co-petition based on standards life cycle. It includes six chapters.The first chapter is "Introduction", This chapter will introduce the current status of technical standard development, survey the research content and research meaning and generalize the research method and structure of this dissertation;The second chapter is "study on standards life cycle". Firstly discuss network effect property of ICT standards; then put forward a conception model of standards life cycle based on latest literature on standardization and "three-phase of Schumpeterian innovation". So the process of ICT standardization is made up of standard development, implement and diffusion;The third chapter is "the study on technology innovation of technical standard".
