| As an important cash crop in Fujian Province,tea serves as an important part of the agricultural economy.With China’s economy turns to develop with high-quality and the living standard of its people is further improved,it is required by consumers that the safety and quality of tea need to be perfected further.The frequent occurrence of problems of tea quality and safety is brought about by the asymmetric information of tea quality and safety,which lies in the imperfect traceable supervision system of tea quality and safety in China.Thus,it is of great significance to standardize the development of tea market in China through establishing a perfect traceable supervision system of tea quality and safety and achieving safety traceability in the whole process from “tea garden” to “teacup”.Taking the traceable supervision system of tea quality and safety in Wuyishan as the research object and questionnaires,on-site visits and traceability of the platform information analysis as the methods and means,this paper analyzed the current situation of the construction of the traceable supervision system of tea quality and safety in Wuyishan and proposed corresponding development measures and suggestions,aiming to provide a scientific basis for implementing the traceable supervisionsystem of tea quality and safety in Fujian.The major study results are as follows.1.A grid structure of quality control of the tea production supply chain was established,the key information transmission of the traceable supervision system of tea quality and safety was expounded on from the source.It was put forward that enterprise certification,production base,tea garden fertilization,spraying,processing and marketing were the key traceable information of the traceable supervision system of tea quality and safety.2.Through investigating the participants(supervision departments,producers)in the traceable supervision system of tea quality and safety,it was found that over 85% of the managers in the supervisory departments pay more attention to quality and safety retrospection and have higher recognition to it;28% of respondents think that they can trace the origin of the suspected tea products exactly;33.3% and 28% of the participants think that they can trace the quality of a single product and a single batch of products,the traceability ability and level of tea quality need to be improved;20% of tea packers have participated in technical training,and tea management departments and enterprises need to increase the professional technical training of tea processing and packaging personnel;there are tea quality inspection reports between 50.4% of the sales subjects and the upstream enterprises.The willingness and concept oftraceable information of the main body of tea storage and sale need to be strengthened.3.Through the analysis of the status quo of the construction of Wuyishan tea quality and safety traceability supervision platform,it is found that there are 511 tea enterprises registered in Wuyishan,accounting for 84.6% of the total enterprises in the city.The number of tea enterprises registered in Wuyishan is 48.4% higher than that in Anxi,and the registration rate is higher.Head tea enterprises are all stationed,of which 39 have "three products and one standard" certification,accounting for 7.6% of the city’s tea enterprises;as of April 1,2019,274 batches of tea enterprises in the city have been assigned,an increase of 30%compared with December 2018,and the time node effect of system implementation is significant.In terms of the traceable effect of the platform,only 7 tea enterprises have filled in the sales flow information,74 enterprises have filled in the quality assurance information,23 enterprises have filled in the agricultural information,and 406 warnings have been received at different levels.The implementation of the new system still needs some time to carry out propaganda.There are 9supervisory users in the city,such as the government,streets,towns and so on.The Agricultural Bureau of Wuyishan is the main body.To supervise the department,the overall situation of the implementation of the traceability system is better.In terms of consumer traceability,themain distribution center of tourists and tea merchants,Wuyi Street,accounted for 46% of the total,indicating that consumers pay attention to the quality and safety of tea products and have a strong sense of traceability.In view of the problems existing in the current construction of the tea quality safety traceable supervision system in Wuyishan,such as the lack of unified traceable supervision standard system,insufficient policy support and imperfect traceable information index system,this paper proposes to cultivate quality safety awareness and improve the construction of the standard system.Increase investment in science and technology,and establish a reasonable index system;strengthening regulatory measures and providing strong policy support. |
